Center ISD Board of Trustees Regular Meeting Unofficial Minutes

December 17, 2016 - A regular meeting of the Board of Trustees of Center Independent School District (CISD) was held on Thursday, December 15, 2016 beginning at 12:00 a.m. at Center High School Library located at 658 Roughrider Drive in Center, Texas  75935.

1. Call Meeting to Order and Establish a Quorum - James Greer called the meeting to order at 12:00 p.m. and declared a quorum. Present at the meeting was James Greer; John Henry Holloway; Allison Johnson; Daphne LaRock; Casey Lout; Matthew Mettauer; Traci Willoughby; Rayford Copelin, Deputy Superintendent; Tammy Lemoine, Assistant Superintendent of Curriculum and Instruction; Betty McDaniel, Director of Finance and James Hockenberry, Superintendent. None were Absent.

Visitors:Tina Byrnes, Southwest Foodservice Excellence; Colleen Doggett, East Texas Press; Pam Doggett, CMS Instructional Coach; Matt Gregory, CHS Administrator; Jake Henson, CMS Administrator; Jimmie Johnson, Southwest Foodservice Excellence; Lindsay Tipton, Southwest Foodservice Excellence and Mickey Wulf, CISD Special Education Director

2. Invocation and Pledges of Allegiance - John Henry Holloway gave the invocation and Whitlee Reed led the Pledges of Allegiance.

3. Public Comments/Audience Participation - None

4. Recognition of Center High School Programs - Matt Gregory introduced the coaches as they presented the CHS students and their achievements beyond District competition.  The programs recognized:  Agriculture, Band, Cross Country (boys and girls), FFA, Football and Tennis (boys and girls).

5. Special Recognition - Tina Byrnes, Director of Dining Services for Center ISD was presented the “Most Improved District” award for 2015-2016 school year.  The acknowledgment and trophy were given to her during the during the Southwest Foodservice Excellence winter meetings.

6. Consent Agenda - A motion was made by John Henry Holloway, seconded by Traci Willoughby to approve the consent agenda consisting of the minutes from the regular meeting on November 17, 2016, special meeting on December 5, 2016, Investment Report (November 2016); Annual Investment Report (Year Ending August 2016); Tax Collection Report (November 2016); Financial Reports (November 2016); payment approvals over $50,000 and Overnight Student Activity Trips. The motion carried 7-0.

7. Annual Report of Trustee Continuing Education Hours

CISD Board President, James Greer, presented the annual report of the Board members continuing education hours as follows:

James Greer – 6.25 hours
John Henry Holloway – 3 hours
Allison Johnson – 3 hours
Daphne LaRock – 6.25 hours
Casey Lout – 3 hours
Matthew Mettauer – 3 hours
Traci Willoughby – 6.25 hours
James Hockenberry – 3 hours

8. Consider and Approve the Sale of Property Due to the Non-Payment of Taxes - A motion was made by Traci Willoughby, seconded by Matthew Mettauer to approve the sale of property located at 108 Barbara Street in Center, Texas due to the non-payment of taxes in the amount of $2,000.00 to Ms. Mary Louise Wall. The motion carried 7-0.

9. Texas Academic Performance Report (TARP) 2015-2016 - The Board discussed the Texas Academic Performance Report for 2015-2016. The 2016 accountability rating for Center ISD is Met Standard. There is noted improvement in 8th grade science and social studies. Much work remains. Clearly established performance objectives are in place in an effort to improve literacy and academic achievement.

10. Review and Discussion of the A-F Accountability System Proposals - Dr. Hockenberry presented information regarding the new indicators for the A-F Academic Accountability System, which will be in effect beginning 2017-2018 school year. 

11. Appointment of CISD Representative to the Shelby County Appraisal District Board of Directors - Matthew Mettauer was appointed as one of the Center Independent School District representatives to Shelby County Appraisal District Board of Directors.

12. Closed Session - James Greer called for a closed session at 12:43 p.m. under Texas Government Code §551.071, §551.074 and §551.129 for consideration of employment of contracted personnel, resignation/retirement, extended emergency sick leave and private consultation with the Board’s Attorney.

13. Open Session - The Board returned into open session at 1:27 p.m.  No action was taken in closed session.

13.1 District Employees and Officers:  Texas Government Code §551.071, §551.074 and §551.129

13.1.1 A motion was made by Traci Willoughby, seconded by John Henry Holloway tto approve the employment of contracted personnel as recommended by Superintendent Hockenberry.

The motion carried 7-0.

13.1.2 A motion was made by Traci Willoughby, seconded by John Henry Holloway to accept the resignations/retirements as recommended by Superintendent Hockenberry.

Debi Amos, CMS Teacher, retirement
Kaela Ward, CES Teacher, resignation

The motion carried 7-0.

13.1.3 There were no extended emergency sick leaves to be considered by the Board.

13.2 Private Consultation with the Board Attorney - There was no action to be taken regarding private consultation with the Board’s attorney.

14. Adjournment - A motion was made by John Henry Holloway, seconded by Traci Willoughby to adjourn the meeting at 1:28 p.m. The motion carried 7-0.
