January 23, 2019 - A regular meeting of the Board of Trustees of Center Independent School District (CISD) was held on Thursday, January 17, 2019, beginning at 12:00 p.m. at Center Independent School District located at 107 Private Road 605 in Center, Texas 75935.

Mark Perkins had the honor of opening the meeting and was recognized for placing 3rd and being voted the Outstanding Presiding Officer at the UIL State Congressional Debate tournament in the 4A conference at the state capitol on January 9.1. Call Meeting to Order and Establish a Quorum - Mark Perkins called the meeting to order at 12:00 p.m. Matthew Mettauer declared a quorum. Present were John Henry Holloway; Allison Johnson; Daphne LaRock; Casey Lout; Matthew Mettauer; Traci Willoughby; Deuce Wulf; Betty McDaniel, Director of Finance and James Hockenberry, Superintendent. None were absent. Visitors were Carey Agnew, Special Education Director; Mike Brister; Tina Byrnes, SFE; Paul Cocklin, CISD Digital Learning Coordinator; Mike Elswick, Light and Champion; Elizabeth Fawcett, Wilf & Henderson; JJ Ford, Shelby County Today; Matt Gregory, CHS Principal; Heath Hagler, CIS Principal; Jake Henson, CMS Principal; Inez Hughes, FLM Principal; Olivia Johnson, CHS Student; Jason Liker; Doug Moore, CHS; Scott Ponder; Shelly Norvell, CES Principal; Mark Perkins, CHS Student; Teresa Richard, RTI Director; Terry Scull; City of Center; Linda Snell, Special Programs Director; Verna Stewart and Mickey Wulf, Special Education.

2. Invocation and Pledges of Allegiance - John Henry Holloway led the invocation and Daphne LaRock led the Pledges.

3. Public Comments/Audience Participation - None

Matthew Mettauer read the correspondence from the William Crawford Daughters of the Republic regarding the donation of the bell.

4. Recognition of CHS Student Placing 3rd at the State Congressional Debate Contest
Matt Gregory recognized the accomplishment of Mark Perkins, the CHS student placing 3rd at the State Congressional Debate Contest held in Austin, Texas.

5. Recognition of School Board - The faculty and staff thanked the Board of Trustees for their time and support to Center Independent School District.

6. Presentation of the 2017-2018 Annual Audit Report - Elizabeth Fawcett of Wilf & Henderson, P.C. presented the 2017-2018 Annual Audit Report. Center Independent School District was determined to be financially strong and there were no compliance issues or internal control issues required to be reported relating to the audit. John Henry Holloway made a motion, seconded by Daphne LaRock to approve the Annual Audit Report for the fiscal year ending August 31, 2018 as presented. The motion carried 7-0.

7. Recognition of Walmart Donation to F.L. Moffett Primary School - Inez Hughes described how Walmart is supporting F.L. Moffett Primary School’s literacy program.

8. Consent Agenda - John Henry Holloway made a motion, seconded by Casey Lout to approve the consent agenda consisting of the minutes from the regular meeting on December 13, 2018, special called meeting on December 18, 2018, Tax Office Report (December 2018); Financial Reports (December 2018); Payment Approval over $50,000; Investment Report (December 2018), Quarterly Investment Report (September 1, 2018 – November 30, 2018), Annual Investment Report (2018), Overnight Student Trips and Amendments to the Budget. The motion carried 7-0.

9. Distribution of TASB Policy Update 112 - Each member of the Board received a copy of the TASB Policy Update 112 (affecting Local policies).

10. Review Bond Project and Budget - Dr. Hockenberry provided the Board with a summary of the bond project.

11. Update on Kilgore College/Center ISD Dual-Credit Partnership - The Board received an update from Matt Gregory on the dual credit partnership with Kilgore College in Culinary Arts and Graphic Design. With the establishment of the new relationship with Kilgore College, an additional 110 students are now receiving dual-credit course work. Additionally, Matt Gregory announced the addition of an EMT certification course through the health science coherent sequence of courses.

12. Review of MOY Academic Data Per District Goal - The Board reviewed the middle of the year academic data report per the District’s goal.

13. Consideration to Approve the 2019-2020 Cheerleader Constitution - John Henry Holloway made a motion, seconded by Allison Johnson, to approve the 2019-2020 Cheerleader Constitution. Matthew Mettauer and Daphne LaRock abstained from voting. The motion carried 5-0.

14. Closed Session - The Board did not enter into Closed Session.

Scott Ponder was hired to be the new Athletic Director/Head Football Coach during the January 17 meeting.15. Open Session

15.1 District Employees and Officers: Texas Government Code §551.071, §551.074 and §551.129 for consideration of employment of contracted personnel, resignation/retirement, and extended emergency sick leave.

15.1.1 Resignation/Retirement of Personnel - There were no resignations/retirements to be considered by the Board.

15.1.2 Employment of Personnel - A motion was made by Daphne LaRock, seconded by Deuce Wulf to approve the employment of contracted personnel as recommended by Superintendent Hockenberry. The motion carried 7-0.

15.1.3 Extended Emergency Sick Leave - There were no extended emergency sick leaves to be considered by the Board.

15.2 Real Property: Texas Government Code §551.071, §551.072 and §551.129 - There was no action taken regarding the real property.

16. Adjournment - Daphne LaRock made a motion, seconded by John Henry Holloway, to adjourn the meeting at 12:36 p.m.
