County Awards Emergency Ambulance Service Exclusive Agreement to Allegiance Mobile Health

June 14, 2018 - The Shelby County Commissioners' have contracted with Allegiance Mobile Health during the June 13, 2018 meeting for the Emergency Ambulance Service Exclusive Agreement which has been held by ACE EMS.

The commissioners were informed of the recent acquisition of ACE EMS by Allegiance Mobile Health which began Friday, June 9, 2018.  

ACE EMS has already been under contract with the county for the Emergency Ambulance Service Exclusive Agreement. A request was made to continue the contract with Allegiance.

The commissioners asked Gary Rholes, Shelby County Attorney, for his opinion and he asked for a couple weeks to look at the current contract to possibly make amendments to the current contract held by ACE EMS.

Daniel Gillespie, representing Allegiance Mobile Health, stated they were within a three-day window to have a letter submitted to the state indicating the ambulance service holds the Emergency Ambulance Service Exclusive Agreement with Shelby County. 

After consideration, a motion carried to approve transferring the assignment to Allegiance Mobile Health.

Axley & Rode, LLP. are the outside public accountants hired by the county to perform yearly outside auditing and Justin Matthews, representing the firm, presented the report to the commissioners. 

The overall report for the county reflected, for the most part, positive results.

Matthews indicated they are to bring up any compliance or internal control issues which they noted during the audit. He also stated they only have to bring up such issues if they reach a certain level.

As indicated in previous years by the auditors, the county doesn't have adequate separation of duties in the Justice of the Peace offices to assure that all transactions are properly accounted for during the year.

"It's the same issue that's been brought up in the past, our JP's, they operate largely autonomously so they have a lot of responsibilities and duties that they each individualy handle," said Matthews. "So with that we have a segregation of duties issue, because they are responsible for handling all of the activity that goes on in their respective offices."

Matthews explained for the commissioners this creates a potential issue. His recommendation for the county is to pull collections from the JP offices and move it to a central location.

A motion carried to approve the annual financial audit report provided by Axley & Rode, LLP.
