County Receives Donation of Bodycams for Constables; Accepts Annual Financial Audit

May 22, 2017 - The Shelby County Commissioners approved the donation of Bodycams for county constables made by Gibsons Environmental Services during their meeting held on May 8, 2017.

According to Allison Harbison, Shelby County Judge, Constable Jamie Hagler has been speaking with Gibsons representatives and they have offered to purchase the body cams for the constables at a cost totaling $1,670.01. A motion carried to approve the donation.

Shelby County Juvenile Probation Officer Daniel O'Rear spoke with the commissioners about continuing a contract for Juvenile Detention Services with Angelina County. O'Rear stated this is the same contract the county has had with Angelina for the past 10 years at a cost of $100 a day for each youth.  A motion carried to continue the contract with Angelina County.

Ann Blackwell, Shelby County Treasurer, requested hiring a replacement for her current assistant, Barbara Walton, who is resigning effective June 8, 2017. Blackwell reported a hire by May 22, 2017 would enable time for training of the new hire before the end of the month.

The new hire salary would be $10 an hour and Blackwell stated this would not effect her budget. A motion and second was made to approve the hiring of the new employer for the Treasurer's department.  Motion carried.

Kevin Bowden, Shelby County Precinct 4 resident

Kevin Bowden a resident of Precinct 4 who lives on County Road 4314, addressed the court about his concerns for the roadway. One of his issues with the road right now is he says it is blowing out tires due to the rock, but mainly because oil sand was put down before the road base was repaired. Now he says there are potholes and they are being filled with the rocks.

"One of the issues we're having right now is blowing out tires and it's due to the aggregate, the rock you're putting on the road, but mainly because we put oil sand down before we fixed the base on the road and now we've got potholes and everything, and the solution has been made to put these rocks on that road," said Bowden.

Bowden said he has spoken with Commissioner Bradley Allen about this problem. With the first issue being tires and rocks, and the second issue being addressing the ditches on the road. He said some of the ditches are deeper than 6 feet.

"[Commissioner Allen] said they have this problem even on the dirt part of some of the roads. My question would be, why are we still using that rock? If that's the case. Those tires on my wife's car, and I've blown two of them out in the last two months, are $268 a piece. My neighbor's blown out three on his brand new truck that doesn't have that many miles on it," said Bowden.

Bowden did not expect the commissioners to bring the road into a better condition immediately, on the contrary, he asked that progress occur over a 10 year period. Just so something is done over that time period.

Molly Abele, representing Axle & Rode, LLP

Molly Abele, representing Axle & Rode, LLP, outside auditors for the county presented the 2016 annual financial report to the commissioners. She indicated the county is basically in the same position it was in the previous year. Abele noted a just over $300,000 increase in fund balance for the year in the general fund and she indicated this could stem from remaining under budget in most categories. A majority of that which remained under budget were non departmental expenses.

A motion carried to accept the annual financial audit as presented by Abele.

The meeting was adjourned at 9:38am.
