Half-Staff U.S. Flag on December 7

November 3, 2015 - Public Law 103-308, passed in 1994, designates December 7 as “National Pearl Harbor Remembrance Day” and requests the flag of the United States to be flown at half-staff (sunrise to sunset) in honor of the individuals who lost their lives on that day in 1941.

If you cannot have it lowered at sunrise on December 7th it is permissible to lower your flags the night before. If you have other flags flying with the US Flag they should also be lowered as no flag should ever be higher. Flags that cannot be lowered can still show respect for the day by tying a black ribbon or cord at the top.
