Joaquin ISD Minutes of Special School Board Meeting July 25th

July 26, 2016 - 1  The Joaquin ISD School Board met tonight in special session at 6:00 p.m. in the Joaquin Boardroom with the following members present:  Chrisco Bragg, Ronnie Belrose, Thomas Harvey,  Tam Hearnsberger and Jimmy Hamilton (Present video call)

§551.127-A governmental body may use a video conference call to hold an open or closed meeting and a member or employee of a governmental body may participate remotely in a meeting of the governmental entity by means of a video conference call if that participation complies with the requirements and provisions of this section.

Board members absent: Bill Mason, Jr. and Jeff Cater

Joaquin ISD Employee(s) Present:  Phil Worsham, Superintendent; Joel Bumback, Director of Finance

     Chrisco Bragg, President, called the meeting to order at 6:00 p.m.

2  The invocation was led by Chrisco Bragg, and the Pledge of Allegiance to the United States of America by Thomas Harvey, and the Pledge of Allegiance to the Texas Flag was led by Ronnie Belrose.

3  Agenda Items for discussion, consideration, and possible action:

3.1  It was moved by Ronnie Belrose, and seconded by Tam Hearnsberger, to approve the minutes from previous meeting.  Following discussion, a vote was taken on the motion.  It carried unanimously.

3.2  It was moved by Tam Hearnsberger, and seconded by Ronnie Belrose, that, due to the final certified property values being more than the certified preliminary estimates, we lower the Interest & Sinking tax rate by $0.0309 and the adoption of a tax rate per hundred dollars valuation of  $1.17 for Maintenance and Operations (M&O), of $0.5573 for Interest and Sinking (I&S), for a total rate of $1.7273, and furthermore, that if a majority of voters approve the $1.7273 total tax rate in a tax ratification election, in order to reduce the I&S tax rate by $0.13, that we adopt  a tax rate of $1.17 for Maintenance and Operations, of  $0.4273 for Interest and Sinking, for a total rate of $1.5973.  Following discussion, a vote was taken on the motion.  The vote was 5 for and 0 against with 2 board members absent.  Motion carried.

The next regular meeting for the Board of Trustees of Joaquin ISD is August 15th, 6:00 p.m.

With no further business on the agenda the meeting was adjourned at 6:08 p.m.
