Timpson City Council Meeting Agenda for May 16

May 12, 2023 - Notice is hereby given that a meeting of the governing body of the above-named City will be held on the 16th day of May, 2023 at 5:30pm at Timpson City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit: 

1. Call to Order

2. Invocation

3. Pledge: United States Pledge, Texas Pledge

4. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. A total, not to exceed 10 minutes will be devoted to these reports.

5. Presentations and Recognitions:

6. Citizens Input: This time is provided for members of the public to address the city Council on items that appear within the Consent and Action Items or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting.

7. Department/Committee Reports:

A. Public Works Report: Larry Burns
B. City Secretary: After opening bids for the city mowing contract, the Mayor and I (City Secretary) selected Justin Yoder at $1,825/mo ($21,900/yr) due to the bid being the lowest received and his familiarity of the property to maintenance. The city’s loss due to the severe storm consisted of transformers and poles, which were not covered on the city’s insurance policy because they weren’t listed on the schedule. If we would like this coverage moving forward, we can do that. The city has replenished its electric supplies after the storm, which is reflected in the financial packet, along with invoices from contractors that assisted with the restoration and clean up.

8. Election Items:

A. Consider and take action regarding Resolution 20230516-1 canvassing the returns and declaring the results of the May 6th General Election.
B. Issue Certificate of Election for elected Council Members.
C. Complete Statement of Officer.
D. Administer the Oath of Office for elected Council Members.

9. Consent Agenda: Items included under the Consent Agenda require little or no deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

A. Consider approval of Minutes from the Regular Meeting, April 18, 2023
B. Consider approval of Financial Statement for the month of April, 2023
C. Consider approval of Accounts Payable for the month of May, 2023
D. Consider approval of the selection made by the Mayor and City Secretary of Justin Yoder for the City mowing contract in the amount of $1,825/mo, effective May 1, 2023 thru April 30, 2024.

Regular Agenda Items (10-14)

10. Discuss and take action: Discuss and consider selecting a contractor from the bids received for the sidewalk replacement on N. 4th St.

11. Discuss and take action: Discuss and consider selecting a buyer from the bids received for the 2008 F-150 truck.

12. Discuss and take action: Discuss and consider approving the TVFD to purchase emergency equipment in the amount of 19,040.00 from R&J Rescue Sales, with funds coming from State reimbursements and TVFD Savings.

13. Discuss and take possibly action: Discuss and consider accepting the donation of land From on Timpson St, adjacent to SoSo Park.

14. Discuss and possibly take action: Discuss the estimate to reconstruct 3rd St from Jacob to Grand and to install a box culvert system.

Executive Session: Texas Government Code Section 551.076 - Deliberation regarding Security Devices or Security Audits. The City Council will convene into Executive Session in accordance with the Texas Government Code Section 551.076 to deliberate the deployment, or specific occasions for implementation, of Shelby County law enforcement personnel in the City of Timpson.
