Timpson City Council Regular Meeting Agenda for February

February 19, 2018 - Notice is hereby given that a meeting of the governing body of the above named City will be held on the 20th day of February, 2018 at 5:30 pm at the City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit:

4. Chamber of Commerce:  Presented by Paul Smith.

5. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. A total, not to exceed 10 minutes will be devoted to these reports.

Discuss hiring a City Manager per the request of Councilwoman Yvonne Ramsey.

6. Presentations & Recognition: City Secretary, Leslie Leathers will be celebrating her 3rd anniversary with the City on March 17, 2018. 
     
7. Citizens Input:  This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting. 

8. Department Reports:
     
A Public Works Report:  Larry Burns reporting
B. Police Department Report: Kent Graham reporting
C. Municipal Court Report:  For the month of January 2018, there were 52 citations issued,  54 violations, 0 to juveniles and 3 to minors. Total amount reported $19,286.65 the City’s portion a 55% estimate of $10,607.66. In addition, $1,248.95 will be paid to Linebarger for their fees collected in the month of January.
D. City Secretary: Leslie Leathers reporting 4th Quarter 2017 TCEQ Letters have been mailed, alerting that the drinking water being supplied to customers has exceeded the maximum contaminant level (MCL) for total trihalomethanes.

Election Info: There are two completed candidate packets submitted for the General Election on May 5th as of 5pm on February 15th (before posting the Agenda). The deadline to file is Friday, February 16th at 5pm. The seats of Mayor Smith, Yvonne Ramsey and Al Skinner are up for election.

The candidates that have currently turned in packets are Debra Smith for Mayor and Yvonne Ramsey for council. A drawing will be held on February 26, 2018 for the placement of names on the ballot for the three City Council positions. I will have an update with all of the candidates at the meeting.
    
Important Dates:
Early Voting begins April 23rd at City Hall and ends May 1st ; weekdays only
April 23rd  and May 1st are extended hours – 7am – 7pm other days are 8am-5pm
April 5th - the last day to register to vote or make a change of address in order to be able to vote in the May 5th Election.
April 24th - the last day to apply for ballots to be voted by mail.
May 5th --Election Day-- 7 a.m. to 7 p.m. at the Timpson ISD Gym foyer. 

9. Consent Agenda:  Items included under the Consent Agenda require little or no Deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

A. Consider approval of the minutes of the regular meeting held on January 19, 2018 
B. Consider approval of Financial Statements for the month of January 2018
C. Consider approval of Accounts Payable – Paid bills for January, 2018 
D. Approval of two police vests that were purchased from Teeco Safety for Chief Kent Graham and Officer Michelle Ashworth on 2/6/18 for $902.00 each. The old bullet proof vests were both out of date.
E. Approval of emergency purchases for Larry Burns for the Water Department. These were Chlorinator supplies and labor for the Waste Water Plant from Simply Aquatics.

Regular Agenda Items  (10 –17) 
10. Discuss and possibly take action: Award the bids for the “spring” trimming of the trees at Downtown Plaza that were due by February 5, 2018. There was only one bid received from Chandler’s Tree Service.

11. Discuss and possibly take action: Award New Trash Service from bids received. During the January 2018 meeting, it was voted to not renew the City’s contract with Waste Connections. 

12. Discuss and possibly take action: Renewal letters (or postcards) to send out for the voluntary $1.00 contribution each month to the Volunteer Fire Dept that is included on the City of Timpson Utility bills.

13. Discuss and possibly take action: Jose Montoya moved a house in across from the First Methodist Church and is asking that the City pay half of the expense for his water hookups since a bore under the street will be necessary. I have received 3 bids for the bore.
    
14. Discuss and possibly take action:  Hire Barbara Wester as Deputy Early Voting Clerk for early voting by appearance on April 23rd  thru May 1st 2018 to assist the City Secretary. Also hire Barbara Wester as Election Judge for the May 5th General Election along with an Alternate Judge and 3 Clerks. (Municipal Court Clerk Paula Mullins and Utility Secretary Charlotte Broadway have requested to not help with early voting)

15. Discuss and possibly take action: Order of Notice, General Election to be held on May 5, 2018 to elect a Mayor and two City Council Members. 

16. Discuss and possibly take action:  Inter local Agreement between TISD and the City of Timpson to hold a General Election May 5, 2018.   

17. Adjourn:

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
