Timpson City Council September Regular Meeting Agenda

September 19, 2017 - Notice is hereby given that a presentation by James Guest with Linebarger, Goggan, Blair and Sampson, the City’s Collections Attorney, will be held immediately preceding the regular meeting of the governing body of the above named City. It will begin at 5pm and will end promptly at 5:30pm on the 19th day of September, 2017. The presentation can be conducted with or without a quorum.

Notice is hereby given that a meeting of the governing body of the above named City will be held on the 19th day of September, 2017 at 5:30pm at the City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit:

4. Chamber of Commerce: Chamber of Commerce

5. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.  A total, not to exceed 10 minutes will be devoted to these reports.
     
6. Presentations & Recognition: Presentation to the family of the late Municipal Court Judge James L. Bogue.
              
7. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items or a matter not listed on the agenda.  Each speaker is limited to 3 minutes. A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting.

A. Public Works Report: Larry Burns

B. Police Department Report: Kent Graham

C. Municipal Court Report: For the month of August 2017, there were 53 citations issued, 58 violations, 0 to juveniles and 5 to minors. Total amount reported $15,186.47 the City’s portion a 55% estimate of $8,352.56.

D. City Secretary: Leslie Leathers reporting the dumpster will be here Oct 7th.

9. Consent Agenda: Items included under the Consent Agenda require little or no Deliberation by the Council.  Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

A. Consider approval of the minutes of the regular meeting held on August 15, 2017
B. Consider approval of the minutes of the EDC meeting held on August 15, 2017
C. Consider approval of Financial Statement for the month of August, 2017
D. Consider approval of Accounts Payable – Unpaid bills for August, 2017
E. Consider allowing the Mennonite Church, Bro Yoder, to host a tent revival on the Downtown Plaza October 9-15.
F. Consider allowing the churches/community to have a movie night/trunk or treat event in October.

Regular Agenda Items (10 –15)
             
10. Discuss and possibly take action: Ordinance 20170919-1 adopting the Final Budget for fiscal year 2017-2018.

11. Discuss and possibly take action: Ordinance 20170919-2 adopting Proposed Tax Rate of .340000 per $100 of value. This is an increase of 4.72813 percent for the CITY OF TIMPSON.
               
12. Discuss and possibly take action: COLA raises. Cost of living adjustment for employees in the Electric, Water Sewer and General Departments (excluding the Police Department-Item #13). This raise was calculated into the 2017-18 budgets. The last COLA raise was 2% in 2016.

13. Discuss and possibly take action:  Approve the hiring of a second police officer. Also, approve the salary, hourly rate and call out pay for the Police Department. The officer Chief Graham wants to hire will be out of the Academy on October 13th.

14. Discuss and possibly take action: Ordinance 201709-19-3 deployment of network nodes in public right of ways.  The 85th Texas Legislature recently enacted Senate Bill 1004 authorizing network providers to install network nodes, network support poles and other network infrastructure in the public right-of-ways managed by Texas municipalities, including the City of Timpson.
