November 12, 2025 - Shelby County Treasurer, Ann Blackwell attended the Texas Association of Counties' (TAC) Texas Public Funds Investment Conference on November 6 and 7 in Houston.

Organized annually by TAC's County Investment Academy, the conference brings together financial experts and county officials to discuss best practices for managing public funds. This year's conference, co-sponsored by the SW Graduate School of Banking at SMU Cox, featured a wide range of topics, including the outlook for the Texas economy, legislative updates and strategies for how to safeguard institutions from fraud. Sessions provided attendees with insights on navigating today's evolving financial landscape while maintaining compliance with legal investment standards.

"Conferences like the Texas Public Funds Investment Conference are essential for county leaders," Blackwell said. "They equip us with the tools and insights needed to make informed, responsible investment decisions that benefit our communities."

About 150 county officials and employees, as well as representatives from cities, school districts and special districts, attended the conference. County officials had the opportunity to earn 10 hours of continuing education credit toward their mandatory requirements.

Established in 1992, TAC's County Investment Academy is recognized as one of the nation's premier educational programs for public fund investing. Its mission is to equip county officials with the knowledge and tools needed to effectively manage and optimize public investments.
