Center ISD Board of Trustees Minutes of July 11th Regular Meeting

July 12, 2016 - A regular meeting of the Board of Trustees of Center Independent School District (CISD) was held on Thursday, July 11, 2016 beginning at 6:00 p.m. at Center Independent School District Administration Board Room located at located at 107 Private Road 605 in Center, Texas  75935.

1. Call Meeting to Order and Establish a Quorum

James Greer called the meeting to order at 6:03 p.m. and declared a quorum.

Present: James Greer; John Henry Holloway; Sharon Nelson; Traci Willoughby; Rayford Copelin, Deputy Superintendent; Tammy Lemoine, Assistant Superintendent of Curriculum and Instruction; Betty McDaniel, Director of Finance and James Hockenberry, Superintendent

Absent: Daphne LaRock and Dan Wilkins

Visitors: Jimmie Johnston, Southwest Foodservice Excellence and Lindsey Tipton, Southwest Foodservice Excellence

2. Invocation and Pledge of Allegiance

John Henry Holloway gave the invocation and Traci Willoughby led the Pledge of Allegiance.

3. Public Comments/Audience Participation

None

4. Budget Workshop

Betty McDaniel conducted the budget workshop with members of the Board revealing more detailed information in the 2016-2017 budget.

5. Consent Agenda

A motion was made by Sharon Nelson, seconded by Traci Willoughby to approve the consent agenda consisting of the minutes from the regular meeting on June 16, 2016, the June Investment Report (2015-2016), the Tax Collection Report (June 2016), the Financial Reports (June 2016) and highlighting new procedures to approve payments over $50,000.

The motion carried 4-0.

6. Construction Projects Update

An update on the construction projects was provided to the Board noting the Center Middle School Field House and Weight Room are completed. The progress on the tennis courts and agriculture building were discussed.  Dr. Hockenberry encouraged the Board to visit the construction sites.

7. Consider Awarding Transportation Fuel Proposals for 2016-2017 School Year

Administration received one bid for transportation fuel for 2016-2017 from R&D Distributing, LTD. 

A motion was made by Traci Willoughby, seconded by John Henry Holloway to award the transportation fuel for the 2016-2017 school year to R&D Distributing, LTD. 

The motion carried 4-0.

8. Consideration and Approval to Renew Workers Compensation Policy

Deep East Texas Self Insurance Fund has proposed a three (3) year policy (ending June 2019) for workers compensation coverage with no increase in premium 

A motion was made by Sharon Nelson, seconded by John Henry Holloway to review the workers compensation policy with Deep East Texas Self Insurance Fund for three (3) years (ending June 2019).

The motion carried 4-0.

9. Preliminary STAAR Results

Dr. Lemoine shared the preliminary STAAR results for the 2015-2016 school year as well as information from TEA regarding the State’s accountability ratings release schedule.

10. Closed Session

The Board did not enter into closed session.

11. Open Session

11.1 District Employees and Officers:  Texas Government Code §551.071, §551.074 and §551.129

11.1.1 A motion was made by John Henry Holloway, seconded by Sharon Nelson to accept the following employment report by Superintendent Hockenberry.

The motion carried 4-0.

11.1.2 A motion was made by John Henry Holloway, seconded by Sharon Nelson to accept the following resignations/retirements as recommended by Superintendent Hockenberry. 

Julie Goodwin, CIS Teacher – Resignation
Sarah Martin, CMS Teacher – Resignation
Laura Oates, CMS Special Education Teacher – Resignation
Roque Palomino, CHS Teacher/Coach – Resignation
Heather Williamson, CMS Teacher – Resignation

The motion carried 4-0.

11.1.3 There were no extended emergency sick leaves to be considered by the Board. 

12. Adjournment

A motion was made by Traci Willoughby, seconded by James Greer to adjourn the meeting at 7:16 p.m. The motion carried 4-0.
