Center ISD Board of Trustees Unofficial Minutes of May 1 Special Called Meeting

May 2, 2017 - A special called meeting of the Board of Trustees of Center Independent School District (CISD) was held on Monday, May 1, 2017 beginning at 12:00 p.m. at Center Independent School District Administration Board Room located at located at 107 Private Road 605 in Center, Texas 75935.

1. Call Meeting to Order and Establish a Quorum - James Greer called the meeting to order at 12:00 p.m. and declared a quorum. Present was James Greer; Allison Johnson; Daphne LaRock; Casey Lout; Matthew Mettauer; Traci Willoughby; Tammy Lemoine, Assistant Superintendent of Curriculum and Instruction; Betty McDaniel, Director of Finance and James Hockenberry, Superintendent. Absent was John Henry Holloway. Visitors were Blanca Araiza, FLM Teacher; Barry Bowman, CISD Athletic Director, Tina Byrnes, Southwest Foodservice Excellence; Stephanie Fults, FLM Teacher; Matthew Gregory, CHS Administrator; Heath Hagler, CIS Administrator; Jake Henson, CMS Administrator; Inez Hughes, Bilingual/ESL Coordinator; Elizabeth Rowlett, FLM Teacher; Doug Whitt, SAMCO Capital Markets, Inc. and Mickey Wulf, Special Services Director.

2. Invocation and Pledges of Allegiance - Matthew Mettauer gave the invocation and Casey Lout led the Pledges of Allegiance.

3. Presentation, Analysis and Discussion of District’s Financial Profile and Outlook - Doug Whitt presented a financial profile of Center Independent School District to the members of the Board.

4. Consideration to Approve Center ISD District of Innovation Plan - A motion was made by Matthew Mettauer, seconded by Traci Willoughby to approve the Center ISD District of Innovation Plan. The motion carried 6-0.

5. Consideration to Approve the 2017-2018 Master Calendar - A motion was made by Casey Lout, seconded by Traci Willoughby to approve the 9 week Innovative 2017-2018 Master Calendar. The motion carried 6-0.

6. Consideration to Approve Bank Depository Proposal - Administration received one bid from Shelby Savings Bank (our current depository) pertaining to the depository contract. A motion was made by Matthew Mettauer, seconded by Traci Willoughby to approve the bank depository contract to Shelby Savings Bank for the period of September 1, 2017 to August 31, 2019. The motion carried 6-0.

7. Consideration to Approve Services for Architect on Proposed Urgent Needs Projects - A motion was made by Traci Willoughby, seconded by Daphne LaRock to approve McKinnley/Golden as the architect on proposed urgent needs projects. The motion carried 6-0.

8. Discussion of TASB Pay Systems Review - Administration is still gathering data as well as waiting on specific information related to the TASB audit but wants to keep this information fresh as we move forward and begin the discussions for 2017-2018 budget.

9. Closed Session - James Greer called for a closed session at 1:17 p.m. under Texas Government Code §551.074 for consideration of employment of contracted personnel, terminate probationary contracts, contract renewals for Administrators, teachers and certified support staff, resignation/retirement and extended emergency sick leave.

14. Open Session - The Board returned into open session at 2:05 p.m. No action was taken in closed session. 

   14.1 District Employees and Officers: Texas Government Code §551.074 

      14.1.1 A motion was made by Traci Willoughby, seconded by Daphne LaRock to accept the resignations/retirements as recommended by Superintendent Hockenberry. The motion carried 6-0.

          Kelly Miller, CMS Teacher – resignation
          Shelby Skeen, Digital Learning Coordinator – Administration-Curriculum
          Kyle Stewart, CHS Teacher/Coach – resignation
          Vickie Johnson, Technology Secretary - retirement

      14.1.2 A motion was made by Daphne LaRock, seconded by Casey Lout to approve the employment of personnel as recommended by Superintendent Hockenberry. The motion carried 6-0.

          Inez Hughes, Principal – F.L. Moffett Primary School
          Sally Ross, Teacher – Center High School
          William Ross, Teacher/Coach – Subject to Assignment
          Tiffany Tilley – Teacher, Center Elementary School 

      14.1.3 There were no extended emergency sick leaves to be considered by the Board.

15. Adjournment - A motion was made by Traci Willoughby, seconded by Matthew Mettauer to adjourn the meeting at 2:10 p.m. The motion carried 6-0.
