November 14, 2025 - The City Council of Joaquin will meet for a Scheduled Monthly Council Meeting on Tuesday, November 18, 2025, at 6pm at Joaquin City Hall located at 130 Steve Hughes Drive, Joaquin, Texas.
The following items are on the agenda for appropriate action:
1. Call to Order:
2. Roll Call: To establish a quorum.
3. Invocation:
4. Pledge: United States Pledge, Texas Pledge
5. Citizens Input: This time is provided for members of the public to address the City Council on items that . appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen's Input Form may be filled out and filed with the City Secretaw prior to the meeting.
6. Consider and take action: Discussion and possible action to appoint a member of the vacant council seat until the next city election.
7. Consider and take action: Discussion and possible take action on swearing in of the newly appointed council member.
8. Consider and take action: Discussion and possible take action on appointing a mayor Pro Tem and authorizing them access to city accounts as a signatory.
9. Consider and take action: Discussion of options for the future of the City's EDCs.
10. Consider and take action: Discussion and possible action on revising the city's emergency expenditure limit
11. Consider and take action: Discussion and possible action on updates to the Fire Department water bill donation policy.
12. Consider and take action: Discussion and possible action on approving necessary repairs and replacements, including the RO plant backup pump and a second sewage pump for the manhole.
13. Consider and take action: Discussion and possible take action on adopting a new city website and Google Workspace system to enhance public and employee communication and online services.
14. Consider and take action: Consideration and adoption of a resolution to establish a policy defining authorized personnel, limiting unauthorized access to work areas, and setting behavioral expectations for the public at City Hall.
15. Consider and take action: Discussion and possible action regarding grant documents and project updates for water and gas infrastructure improvements for industrial development. This includes the status of the USDA emergency grant and the ground storage tank grant timeline and project details.
16. Consider and take action: Discussion and action on removing Jessie Griffith from all city bank accounts.
17. Consider and take action: Discussion and possible action on posting for the city secretary position.
18. Consider and take action: Discussion of the annual City Christmas Party.
19. Consider and take action: Discussion and possible action on scheduling or postponement of the December regular meeting.
20. Consider and take action: Discussion and possible action giving out a Christmas bonus to employees.
21. Executive Session:
A. Texas Government Code, Section 551.074 and Section 551.071: Executive session pursuant to Section 551.074 and Section 551.071, Texas Government Code for the following:
1. Legal Consultation: Consultation with the City Attorney regarding a proposed property transfer and other legal matters. (*551.071).
2. Personal Matters: Discuss personnel matters, including employee compensation for the Interim City Secretary (* 551.074).
Council reconvenes and possible action: Possible actions on matters discussed in executive session.

23. Discussion and Possible Action Regarding Matters Discussed in Executive Session: City Council may consider matters discussed during the executive session, including personnel decisions and legal matters.
24. Counsel Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.
The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
