City of Joaquin Governing Body Notice of Special Meeting, Nov. 22 Agenda

November 18, 2022 - The City Council of Joaquin will meet for a Special Called Council Meeting on Tuesday, November 22, 2022 at 4:00 p.m. at The Joaquin City Hall located at 124 N. Preston Street, Joaquin, Texas.

The following items are on the agenda for appropriate action:

5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen’s Input Form maybe filled out and filed with the City Secretary prior to the meeting.

Election Dates:

The city will have Mayor and 2 Council Member seats open for the May 6, 2023, General Election. The Notice of Deadline to File Applications for Place on the ballot for the May 6th General Election will be posted on December 19, 2022 at City Hall.

The first day to file for a place on the ballot will be January 18, 2023 and packets will be available at Joaquin City Hall.

The last day to submit applications, in person or by mail, is February 17, 2023, at 5:00 PM.

IMPORTANT 2023 ELECTION DATES:
File for Place on the Ballot: January 18 – February 17, 2023
Early Voting: April 24 - May 2, 2023
Election Day: May 6, 2023

7. Discuss and take action: Discussion and possible action to reject all bids received for the renovation of the downtown elevated water storage tank under ARPA Agreement No. TX1906.

8. Discuss and take action: Discuss and consider amending budget for Fiscal Year 2023.

9. Discuss and take action: Discuss and take possible action on accepting quote from Chandler Tree Service to remove the tree located at the Community Center.

10. Discuss and take action: Discuss and take possible action to approve Resolution to give Authority for the property refinance and authorize Mayor Frank Cooper to execute any and all documents necessary to close said purchase.

11. Discuss and take action: Discuss and take possible action on establishing a Permit Application and a License/Permit fee for each license issued for premises located within the city for the sale of Malt Beverages and/or wine for off-premise consumption only.

12. Discuss and take action: Discuss and take possible action to approve Resolution to set a Public Hearing on a proposed Annexation of certain property by the City of Joaquin, Texas.

13. Discuss and take action: Discuss and consider approval to Order a General election to be held on May 6, 2023, for Mayor and two Council members for 2023-2025 term.

14. Discuss and take action: Discuss and consider approving the Notice of General Election to be held on May 6, 2023, for Mayor and two Council members for 2023-2025 term.

15. Discuss and take action: Discuss and take possible action to approve Ordinance 5763 concerning Compensation for the positions of Council Place #1-#5.

16. Council Items: Reports by the members of the City Council on matter not on the agenda will be made at this time.

17. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
