City of Joaquin Notice of Regular Meeting, May 16 Agenda

May 12, 2023 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on May 16, 2023 in the City Council Chambers of City Hall, 124 N. Preston Street, Joaquin, Texas, beginning at 6:00 p.m. for the purpose of considering the following agenda items. The meeting will be streamed live at https://www.facebook.com/CityofJoaquin.

The following items are on the agenda for appropriate action:

5. OPEN FORUM. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it tot the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.

6. Discussion: James Moody with Sun Vape & Beyond would like to speak to the Council about his business.

7. Election Items:

A. Administer Statement: City Secretary to administer Statement of Officer and Oath of Office for newly elected Mayor.
B. Administer Statement: City Secretary to administer Statement of Officer and Oath of Office for newly elected Council Members.
C. Discuss and take possible action: Discuss and take possible action on Electing Mayor Pro-Tem to perform mayor’s duties during the mayor’s incapacity or absence. The Mayor Pro-Tem is for one year. The Mayor Pro-Tem retains the right to vote on all matters before the council (and not just to break a tie) while performing the duties of Mayor (Local Government Code Section 22.037 and 23.027).
D. Discuss and take possible action: Discuss and take possible action on filling vacancy (unexpired seat - Jessie Griffith) by appointment until the next regular city election.

Payable for the month of May 2023.

12. Discuss and take action. Discuss and take possible action on extending water services to account 523.

13. Discuss and take action: Discuss and take possible action on removing Frank Cooper from all American State Bank accounts.

14. Discuss and take action: Discuss and take possible action on adding Jessie Griffith to all American State Bank accounts.

15. Discuss and take action: Discuss and take possible action on opening a checking account at American State Bank for Boat Ramp funds.

16. Discuss and take action: Discuss and take possible action on approving Texas Parks and Wildlife Recreation Grant Agreement, Certification regarding Lobbying, and Assurances – non- Construction Program.

17. Discuss and take possible action: Discuss and take possible action on opening a checking account at American State Bank for Southside Bank funds.

18. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.

19. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
