July 15, 2026 - The City Council of Joaquin will meet for a Scheduled Monthly Council Meeting on Tuesday, July 21, 2026, at 6:00 p.m. at the Old Fire Station, 136 Steve Hughes Drive, Joaquin, TX 75954

Open Forum:
Open forum is an opportunity for citizens to speak about items not listed on the agenda. To address the City Council, please complete the Open Forum form and submit it to the City Secretary prior to the start of the meeting. In accordance with the Texas Open Meeting Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.

The following items are on the agenda for appropriate action:

1. Discussion and possible action on approval of minutes from the previous regular meeting.

2. Discussion and possible action of approval of the previous month's financial report.

3. Discussion and possible action of approval of date change for the November 2026 Election sheet.

4. Discussion and possible action on payments, cut-off minimum amount and late fees for customer accounts that have been having technical error issues in the RVS System.

5. Discussion and possible action on deciding what needs to be done concerning the CD Account at BOM Bank, that has expired as of May 2026.

6. Discussion and possible action regarding opening a High Interest savings or checking account for the City of Joaquin for water and gas security deposits.

7. Discussion and possible action on accepting Annual Financial Audit from Goff & Herrington CPA for 2025 Audit.

8. Discussion and possible action on awarding the TxCDBG Downtown Revitalization Project, CDM24-0069, to the Base Bid Schedule B low bidder, Casey Stone Construction in the amount of $461,380.54.

9. Discussion and possible action on entering into a SCADA hardware and monitoring agreement with Elynx Technologies in the amount of $34,875.22.

10. Discuss and possible action on donating to the Joaquin High School Back-To-School Program for 2026–2027 school year.

11. Discuss and possible action on hiring a part time maintenance worker.

12. Convene into Executive Session pursuant to Texas Government Code §551.074 to deliberate the evaluation and an open-session item for any discussion or possible action resulting from the executive session. To discuss 90-day employee performance evaluation in accordance with city policy.

The Council reserves the right to retire from executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
