April 17, 2020 - The City Council of Joaquin will meet in regular session Tuesday, April 21, 2020 at 6:00pm via videoconference at: https://us02web.zoom.us/i/4453645221.
ORDER OF BUSINESS
1. Call to order, establish quorum & welcome guest.
2. Invocation & Pledge of Allegiance.
3. Open Forum.
4. Council approval of the previous meeting's minutes.
5. Monthly Reports:
a. City Secretary- Administrative updates.
b. Utility Billing Manager Report - Monthly Receipts & Adjustments Report.
c. Public Works Manager-Update — Departmental Updates
d. Public Safety — Reports
e. Economic Development — Reports
6. Council approval on Payment of Bills.
7. Discussion and Council Action on adopting a resolution opposing the permitting of commercial oil and gas disposal facility project # 3519PO47. Application Control Nos.: CN-0161, CN-012999, CN-013001, CN-013002 and CN-013003. Located upstream of our Municipal Drinking Water Facility in Joaquin and our backup Municipal Drinking Water Facility located in Logansport, Louisiana. Also affecting the Jackson/Paxton Water System to which we supply drinking water. We feel very strongly that this facility will be detrimental to our community in many ways. This resolution if adopted to be signed by representative(s) of the City and sent to the Rail Road Commission.
8. Discussion and Council Action on City of Joaquin Disaster Declaration.
9. Discussion and Council Action on City Park.
10. Council will hold a closed Executive Session Meeting. a. Personnel Matters (551.074)
11. Council reconvenes & possible action on matters discussed in executive session.
12. Adjournment.
IF during the course of the meeting, any discussion of items on the Agenda should be held in executive or closed session, the Council will convene in executive or closed session, in accordance With the Texas Open Meetings Act, Governmental Code Section 551 and Texas Revised Civil Statutes.
