August 16, 2019 - The City Council of Joaquin will meet in regular session Tuesday, August 20, 2019 at 6pm at The Joaquin City Hall located at 124 North Preston, Joaquin, Texas.

ORDER OF BUSINESS

1. Call to order, establish quorum & welcome guest.

2. Invocation & Pledge of Allegiance

3. 2018 Audit Presentation

4. Council will hold a closed Executive Session Meeting.

a. Personnel Matters (551.074)

a. Public Works Director position
b. Part time employee(s)

b. Mayor can not terminate an employee without Council approval

5. Council reconvenes & possible action on matters discussed in executive session.

6. Open Forum.

7. Council approval of the previous month's minutes.

8. Monthly Reports:

a. Utility Billing Manager Report - Monthly Receipts & Adjustments Report.
b. Public Works Manager-Update - Departmental Updates
c. Water Department-Update - Ongoing Water Projects

9. Council approval on Payment of Bills

10. Discussion & Council action on restricting trail rides in city limits

11. Discussion & Council action on utility leaks

12. Discussion & Possible Council action on taking bids for hiring an engineer to build a sewer plant

13. Discussion & Council action on new construction (commercial or residential) to install aerobic sewer system

14. Discussion & Council action on use of City vehicles

15. Discussion & possible Council action: Extend all city limits (Connells Ferry Rd to county line); (Faulkville Rd to Hwy 84 down to Mr. Freeman's house) 2428, Hwy 84, Hwy 7 S, 139, 2787 -- half a mile and any other state maintain roads that we may add in this discussion (Fm 3174 to Hwy 84); from city limits (corner 3174) and state maintenance ends

16. Discussion & possible Council action on following the employees while they work

17. Adjournment 

IF during the cowse of the meeting, any discussion of items on the Agenda should be held in executive or closed session, the Council will convene in executive or closed session, in accordance With the Texas Open Meetings Act, Governmental Code Section 551 and Texas Revised Civil Statutes.
