September 13, 2019 - The City Council of Joaquin will meet in regular session Tuesday, September 17, 2019 at 6:00 p.m. at The Joaquin City Hall located at 124 North Preston, Joaquin, Texas.
ORDER OF BUSINESS
1. Call to order, establish quorum and welcome guest
2. Invocation and Pledge of Allegiance
3. Open Forum
4. Council approval of the previous month’s minutes
5. Monthly Reports:
a. Utility Billing Manager Report — Monthly receipts
b. Public Works -Update — Departmental Updates
6. Council approval on Payment of Bills
7. Discussion and council action on Jackson/Paxton water rates.
8. Discussion and council action on claiming Joaquin as a sanctuary city for the unborn. No abortions allowed inside of our city.
9. Council will hold a closed Executive Session Meeting
a. Personnel Matters (551.074)
10. Council reconvenes and possible action on matters discussed in executive session
11. Discussion and Council Action on adoption of proposed tax rate (0.336200 per $100 of value)
12. Discussion and Council Action on increasing Newton Johnson’s rate.
13. Discussion and Council Action on smoking in City Office.
14. Discussion and Council Action on Drug Testing Company.
15. Discussion and Council Action on Christmas Parade and Festival.
16. Discussion to determine the status of the old city hall.
17. Discussion and Council action on businesses inside the city who provide trash cans for cleaning of cars, to place a dumpster on their property and be kept free from trash on property.

IF during the course of the meeting, any discussion of items on the Agenda should be held in executive or closed session, the Council will convene in executive or closed session, in accordance With the Texas Open Meetings Act, Governmental Code Section 551 and Texas Revised Civil Statutes.
