March 21, 2025 - Notice is hereby given that a Regular Called Meeting of the Governing Body of the above-named City will be held on Monday 24th day of March at 5:30 pm at Tenaha City Hall, 238 North George Bowers Drive, Tenaha, Texas, at which time the following subjects will be considered, to-with:
1. Call to Order
2. Roll Call
3. Invocation
4. Pledge of Allegiance
5. Citizens Input: This time it is provided for members of the public to address the City Council on items that appear within the agenda, or a matter not listed on the agenda. A Citizens Input Form must be submitted to the City Secretary prior to the meeting. Speakers’ comments are limited to three (3) minutes. Be advised that the Texas Open Meetings Act prohibits the City Council from taking formal action, discussion, deliberation, or comment on citizen input for a matter not listed on the agenda. The law authorizes the following: make a statement of factual information, recite existing policy, advise that a subject be placed on the agenda for a subsequent meeting. Citizens should not engage in shouting, unruly behavior, defamation, personal attacks, profanity, or threats of any kind. Comments shall be addressed to the Mayor and Council. Citizens who violate these rules will be asked to cease the violation and if the violation continues, they will be asked to leave the meeting.

7. Discussion and possible action on approving the minutes for the February 2025 City Council meeting(s).
8. Discussion and possible action on approving the financials for February 2025.
9. Discussion and possible action on approving a contract with Linebarger Goggan Blair & Sampson, LLP.
10. Discussion and possible action to approve Resolution authorizing collection fee in the amount of 30% of debts and accounts receivable such as unpaid fines, fees, court cost, forfeited bonds and restitution ordered paid by a Municipal Court serving The City, and amounts in cases in which the accused has failed to appear.
11. Discussion and possible action to approve a Resolution Authorizing the submittal of a 2025 Downtown Revitalization Program application to the Texas Department of Agriculture and committing matching funds in the amount of $50,000.
12. Discussion and possible action to approve the renewal of City of Tenaha’s membership with Texas Municipal League (TML) for period 2025-06-01 – 2026-05-31.
13. Discussion and possible action on appointing an Election Judge for the Saturday May 3, 2025, Election Day. (SOS Forms 4-15,4-16,4-17)
14. Discussion and possible approval of Running M Enterprises Group, LLC of Tenaha to use 100-300 feet of Sugar Hill Road for demonstration of Asphalt Zipper Repair.
15. Discuss and possible approval for Tenaha Police Department to seek bids and possible lease in -car cameras used to record motor vehicle traffic stops.
16. Sec. 551.074. PERSONNEL MATTERS; CLOSED MEETING. (a) This chapter does not require a governmental body to conduct an open meeting:
(1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or
(2) to hear a complaint or charge against an officer or employee.
(b) Subsection (a) does not apply if the officer or employee who is the subject of the deliberation or hearing requests a public hearing.
17. Discussion and possible approval of hiring a paid part-time officer position with the Tenaha Police Department from the Reserve Officer Force.
18. Discussion and possible approval on Quote # 007269 for Doggett Machinery Services in the amount of $14,507.28 for the parts and repair to the Backhoe.
19. Discussion and possible action to approve Contract with 5 C Utility, INC. for “Term” May 1, 2025, to April 30, 2028.
20. Council Items: Repots by the members of the City Council on matters not on the agenda will be made at this time. A total not to exceed 10 minutes will be devoted to these reports.
21. Adjourn
The Council reserves the right to retire from executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
