Joaquin City Council Notice of Regular Meeting, March 21 Agenda

March 7, 2023 - The City Council of Joaquin will meet for a Regular Scheduled Council Meeting on Tuesday, March 21, 2023, at 6 p.m. at The Joaquin City Hall located at 124 N. Preston Street, Joaquin, Texas, and Facebook live at https://www.facebook.com/CityofJoaquin.

The following items are on the agenda for appropriate action:

5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen’s Input Form maybe filled out and filed with the City Secretary prior to the meeting.

6. Discussion: Rodney Whiddon to discuss classes he will be offering to the public.

8. Discuss and take action: Discuss and consider approving the previous months minutes.

11. Discuss and take action. Discuss and take possible action on changing Citizen’s Input time limit from 3 minutes to 5 minutes.

13. Discuss and take action: Discuss and take action on appointing Paula Guzman as Election Judge for the May 6, 2023 General Election with the approval of two election clerks and Casey Anderson for Early Election Judge with Paula Guzman as Early Election Clerk.

14. Discuss and take action: Discuss and take action regarding a resolution to apply for grant funding under the 2023-2024 TxCDBG-CD grant program offered through the Texas Department of Agriculture.

15. Discuss and take action: Discuss and take action regarding a resolution to designating signatories for programs under the 2023-2024 TxCDBG-CD grant program.

16. Discuss and take action: Discuss and take action regarding a resolution to select an engineering firm to provide application and engineering services for the 2023-2024 TxCDBG-CD grant.

17. Discuss and take action: Presentation and training regarding Affirmatively Furthering Fair Housing (AFFH).

18. Discuss and take action: Discuss and take possible action on improvements to City hall.

19. Discuss and take action: Discuss and consider approving the Water Purchase Contract from the Town of Logansport.

20. Discuss and take action: Discuss and consider accepting Annual Records Retention Update proposal from Records Consultants, Inc. (RCI).

Consider entering executive session personnel Matters with possible action related thereto upon reconvening in open session in accordance with Government Code Section 551.074.
