March 15, 2024 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on March 19, 2024 in the City Council Chambers of City Hall, 124 N. Preston Street, Joaquin, Texas, beginning at 6pm for the purpose of considering the following agenda items.
The following items are on the agenda for appropriate action:

5. Open Forum. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to
address the City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.
6. Discussion: Discuss guidelines for Community Center.

8. Discuss and take possible action on approving the previous month’s minutes.
9. Discuss and take possible action on approving the Financials and Bills for March 2024.
10. Discuss and take possible action regarding a resolution to select a Grant Administrator for 2024 TxCDBG-CDM.
11. Discuss and take possible action on Resolution to apply for a 2024 TxCDBG-CDM grant offered by the Texas
Department of Agriculture.
12. Discuss and take possible action on Resolution to designate the downtown district boundaries as required for 2024 TxCDBG-CDM.
13. Discuss and take possible action on Resolution regarding slum and blight conditions as required for 2024 TxCDBG-CDM.
14. Discuss and take possible action on being a sponsor for the Logansport Firework show in July 2024.
15. Discuss and take possible action on Public Utility Commission of Texas rates for Telecommunications Right-
of- Way access lines.
16. Discuss and take possible action on City Hall moving into the Historical Building.
17. Executive Session: Consider entering executive session personnel Matters with possible action related thereto upon reconvening in open session in accordance with Government Code Section 551.074.
A. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of Annual Evaluation / Job Performance for Public Works Operator.
B. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of discussion and deliberation of the appointment, employment, evaluation and/or duties of the position of City Secretary.
18. Council reconvenes & possible action: Possible actions on matters discussed in executive session.
19. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
