Joaquin City Council Regular Meeting Agenda, Nov. 21

November 20, 2023 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on November 21, 2023, in the City Council Chambers of City Hall, 124 N. Preston Street, Joaquin, Texas, beginning at 6:00 p.m. for the purpose of considering the following agenda items.

The following items are on the agenda for appropriate action:
1. Call to Order:
2. Roll Call: To establish a quorum.
3. Invocation:
4. Pledge: United States Pledge, Texas Pledge
5. OPEN FORUM. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the
City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.
6. Discussion: Linebarger Attorney at Law to discuss with Council concerning services that they can provide to the City.
7. Department Head Reports:
a. Utility Billing Manager Report

8. Discuss and take possible action on approving the previous month’s minutes.
9. Discuss and take possible action on approving the financials.
10. Discuss and take possible action on approval of Bills for the month of November 2023.
11. Discuss and take possible action on Community Center use and rental.
12. Discuss and take possible action on approving to purchase Yearly Calendars for 2024.
13. Discuss and take possible action on sponsoring Dixie Youth Baseball/Softball for the year 2024.
14. Discuss and take possible action on quote from Slam Business Services for RVS support.
15. Discuss and take possible on Park Improvements.
16. Discuss and take possible action on cancelling Council Meeting for December 2023.
17. Executive Session:
18. Council reconvenes & possible action: Possible actions on matters discussed in executive session.
19. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.
20. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
