September 1, 2016 - A special meeting of the Board of Trustees of Center Independent School District (CISD) was held on Wednesday, August 31, 2016 beginning at 12:00 p.m. at Center Independent School District Administration Board Room located at located at 107 Private Road 605 in Center, Texas 75935.
1. Call Meeting to Order and Establish a Quorum
James Greer called the meeting to order at 12:00 p.m. and declared a quorum.
Present: James Greer; John Henry Holloway; Daphne LaRock; Sharon Nelson; Dan Wilkins; Traci Willoughby; Tammy Lemoine, Assistant Superintendent of Curriculum and Instruction; Betty McDaniel, Director of Finance and James Hockenberry, Superintendent
Absent: Rayford Copelin, Deputy Superintendent
Visitors: Pete Low, CISD Police Chief; Steve Fountain, Light and Champion; Matt Haddox, CISD Police; Jake Henson, CMS Administrator; Don Miller, CISD Police; Shad Sparks, CISD Police and Steve Synder, Light and Champion
2. Invocation and Pledges of Allegiance
Dan Wilkins gave the invocation and Sharon Nelson led the Pledges of Allegiance.
3. Introduction and Recognition of the 2016-2017 Center ISD Police Officers
Pete Low introduced as well as recognized the Center ISD police officers.
4. Consider Approval of Amendments to the 2015-2016 Budget
A motion was made by Sharon Nelson, seconded by Traci Willoughby to amend the 2015-2016 budget. The amendments were: TRS on behalf of payments, August accruals, and Operating budget transfers, Operating, Construction, Cafeteria, Debt Service, Student Activity and Bond Refunding.
The motion carried 6-0.
5. Public Hearing on the Adoption of the 2016-2017 Proposed Budget and Proposed Tax Rate
A public hearing was held on the adoption of the 2016-2017 proposed budget and proposed tax rate.
6. Consider Adoption of the 2016-2017 Budget
A motion was made by Sharon Nelson, seconded by Dan Wilkins to adopt the 2016-2017 budget. The motion read as follows:
“I move that the Board adopt for the 2016-2017 school year the following budgets: The Maintenance and Operation (M&O) budget of $22,261,717, the National School Lunch and Breakfast Program budget of $1,655,780, the Interest and Sinking (I&S) budget of $1,232,350, the QSCN budget $467,000 and the Construction Fund budget of $ 2,700,000.
The motion carried 6-0.
7. Consider Adoption of the 2016-2017 Tax Rate
A motion was made by John Henry Holloway, seconded by Daphne LaRock to adopt the 2016-2017 tax rate. The motion read as follows:
“I move that the Board adopt for the 2016-2017 school year the following tax rates: The Maintenance and Operation (M&O) tax rate of $1.1700 and the Interest and Sinking (I&S) tax rate of $0.1638 for a total tax rate of $1.3338.
The motion carried 6-0.
8. Adjournment
A motion was made by Dan Wilkins, seconded by Traci Willoughby to adjourn the meeting at 12:29 p.m.
