Minutes From the Joaquin ISD Board Meeting Oct 24th

October 25, 2016 - Below are the minutes of Joaquin School Board Meeting October 24, 2016:

1.  The Joaquin ISD School Board met tonight in regular session at 6:00 p.m. in the Joaquin Boardroom with the following members present:  Tam Hearnsberger, Ronnie Belrose, Thomas Harvey, Jimmy Hamilton (members via video conference call – Texas Government Code Section 551.127), Bill Mason, Jr. and Jeff Cater

  • Board members absent:  Chrisco Bragg
  • Guest(s) Present:  Colleen Doggett-East Texas Press, James Guest & Richard King- Linebarger-Goggan-Blair & Sampson, LLP
  • Joaquin ISD Employee(s) Present:  Phil Worsham, Superintendent; Joel Bumback, Director of Finance; Terri Gray, Jr. High Principal;  Sherry Scruggs, Elementary Principal; Bert Coan, Assistant Elementary Principal; Jimmy Jackson, High School Principal; Kasi Trent, Joaquin Jr. High/High School Counselor Ronnie Belrose,Vice- President, called the meeting to order at 6:00 p.m.

2.  The invocation was led by Phil Worsham, and the Pledge of Allegiance to the United States of America by Thomas Harvey, and the Pledge of Allegiance to the Texas Flag was led by Tam Hearnsberger.

3.  Audience Participation – Those signed up and participating were:  None

4.  Report and Information items:
4.1  FIRST Hearing (Public Comments welcome during this item) – Joel Bumback, Director of Finance
4.2  Delinquent Property Tax Report-Linebarger-Goggan-Blair & Sampson, LLP – James Guest & Richard King
4.3  Monthly Financial Report – Joel Bumback, Director of Finance
4.4  Discussion on Policy CH (Local) – Purchasing and Acquisition
4.5  Recognition of Joaquin Principals – Texas Governor Greg Abbott has proclaimed October 2016 as 
“Principals Month” in Texas
4.6  TASB Fall Legal Seminar – Nacogdoches, November 9, 2016, from 9 a.m. to 3:30 p.m. SFASU-Twilight Ballroom
4.7  Report on Graduation Plans & Requirements – Kasi Trent, Joaquin High School Jr. High Counselor
4.8  Correspondence

5  Agenda Items for discussion, consideration, and possible action:
5.1 It was moved by Tam Hearnsberger, and seconded by Jeff Cater, to approve minutes from previous meeting. Following discussion, a vote was taken on the motion.  Vote was 6 for 1 abstention (Jimmy Hamilton).  Motion carried.
5.2.1 It was moved by Bill Mason, Jr., and seconded by Tam Hearnsberger, to approve TASB recommendations following the instructions sheets for DEC Local (Policy attached).  Following discussion, a vote was taken on the motion. It carried unanimously.              
5.2.2 It was moved by Jimmy Hamilton to table the motion on Update 106.  Motion dies for lack of second. It was moved by Tam Hearnsberger, and seconded by Jeff Cater, to approve TASB recommendations following the instructions sheets for Update 106 affecting EHBAF (Policy attached).  Following discussion, a vote was taken on the motion. It carried unanimously.                         5.2.3 It was moved by Bill Mason, Jr., and seconded by Jimmy Hamilton, to approve TASB recommendations following the instructions sheets for Admissions Policy (FD Local and Resolution with criteria) (Policy attached). Following discussion, a vote was taken on the motion. It carried unanimously.  
5.3 It was moved by Jeff Cater, and seconded by Bill Mason, Jr., to approve the 2016 Tax Levy (attached).  Following discussion, a vote was taken on the motion.  It carried unanimously.

6.    Ronnie Belrose, Board Vice-President, ask for items to be placed on the next board agenda.  
6.1. Report on technology (computers & printers) needs for students
6.2. Local Policy CH – Purchasing & Acquisition
6.3. Curriculum – Course Rigor  

7.   Designation of date and time of next regular meeting of the Board of Trustees of the Joaquin ISD – Monday, November 14th, 2016, at 6:00 p.m. 

8.   With no further business on the agenda the meeting was adjourn at 7:33 p.m.
