Submit Comments on Reliability Reform Study/Texas Electric Market Design

Public Comment Period Closes at noon, Thursday, Dec. 15, 2022

December 13, 2022 – The Public Utility Commission of Texas is reminding Texans they have until noon, Thursday, December 15, 2022, to submit their comments on the recently released reliability reform study and proposals under consideration for the design of the Texas Electric Market. 

“Texans expect and demand reliable power, so it’s important their voice be heard in this market design process,” said Chairman Peter Lake, PUCT. “The state is adding a city the size of Corpus Christi every year, and growth in reliable, on-demand power must keep up. Texas simply can’t wait any longer to make a market design change that will meet the electricity demands of our fast-growing state.”

Public Comment
The PUCT is asking the public, members of industry, stakeholder groups and anyone interested in the market design reliability reforms to provide feedback on the reliability study and specifically the questions outlined in the PUCT staff memo. Key questions of interest to the PUCT for public feedback can be found in the PUCT’s request for comment. Background
Beginning in July 2021, PUCT Commissioners held a series of public workshops and meetings and accepted public comment to collect information from the public, industry, stakeholder groups and others about market design preferences to meet reliability directives in Senate Bill 3, passed by the 87th Texas Legislature and signed into law by Gov. Abbott. The bills required increasing grid reliability through operational and economic market improvements.

Information gathered during these meetings and submitted to the PUCT formed the foundation of the Blueprint for Wholesale Electric Market Design, Phases I and II.

E3 was hired in May 2022 by the PUCT through an open, public, competitive bid process to analyze and recommend market design options following the priorities outlined in the Blueprint.
