Tenaha City Council Regular Meeting Agenda, Aug. 22

August 19, 2022 - Notice is hereby given that a regular called meeting of the governing body of the above-named City will be held on Monday the 22nd day of August 2022 at 5:30 pm at Tenaha City Hall, 238 North George Bowers Drive, Tenaha, Texas, at which time the following subjects will be considered, to-wit:

1. Call to Order
2. Roll Call
3. Invocation 
4. Pledge: United States Pledge
5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the agenda, or a matter not listed on the agenda.  Each speaker is limited to 3 minutes. A Citizens Input Form must be filled out and filed with the City Secretary prior to the meeting. 
6. Department Head Reports:
A. Public Works 
B. Municipal Court
C. Police Department
D. Fire Department
E. City Secretary
7. Discussion and possible action regarding the roles, responsibilities, and authority of City Council members, the mayor, and City staff.
8. Discussion and possible action regarding adoption of City Council meeting policies and procedures including placement of items on agenda.
9. Discussion and possible action regarding spending authority of City Administrator/Secretary and Mayor.
10. Presentation from Axley and Rhode for September 30, 2019, Year ending Audit report 
A. Discussion and possible action on accepting the audit presented by Axley and Rhode for September 30, 2019, year ending audit. 
B. Discussion and possible action on recommendations on future audits and options for the City of Tenaha. 
11. Discussion and possible action adopting the 2022-2023 Proposed Tax Rate. 
12. Discussion and possible action adopting the 2022-2023 Proposed Budget. 
13. Discussion and possible action on approving the minutes for the July 2022 City Council Meeting(s). 
14. Discussion and possible action on approving the Monthly Financial report(s) for July 2022
15. Discussion and possible action on option to Repay the Texas Comptroller of Public Accounts for overpaid local sales and use taxes.  
16. Discussion and possible action on Solid Waste Collection and Disposal charges and services for Church Rate Customers. 
17. Discussion and possible action entering an interlocal agreement with Paxton Water Supply for water purchase. 
18. Discussion and possible action entering an interlocal agreement with The City of Joaquin on equipment swap. 
19. Consider entering executive session (Personnel Matters Government Code Section 551.074 with possible action related thereto upon reconvening in open session.) Resignation of Officer Chris Benton.  
Reconvene into open session and take any action necessary because of the Executive Session. 
20. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. A total, not to exceed 10 minutes will be devoted to these reports. 
21. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
