Tenaha City Council Regular Meeting Agenda, Jan. 27

January 17, 2025 - Notice is hereby given that a Regular Called Meeting of the Governing Body of the above-named City will be held on Monday, 27th day of January at 5:30 pm at Tenaha City Hall, 238 North George Bowers Drive, Tenaha, Texas, at which time the following subjects will be considered, to-with:

1. Call to Order

4. Pledge of Allegiance

5. Citizens Input: This time it is provided for members of the public to address the City Council on items that appear within the agenda, or a matter not listed on the agenda. A Citizens Input Form must be submitted to the City Secretary prior to the meeting. Speakers’ comments are limited to three (3) minutes. Be advised that the Texas Open Meetings Act prohibits the City Council from taking formal action, discussion, deliberation, or comment on citizen input for a matter not listed on the agenda. The law authorizes the following: make a statement of factual information, recite existing policy, advise that a subject be placed on the agenda for a subsequent meeting. Citizens should not engage in shouting, unruly behavior, defamation, personal attacks, profanity, or threats of any kind. Comments shall be addressed to the Mayor and Council. Citizens who violate these rules will be asked to cease the violation and if the violation continues, they will be asked to leave the meeting.

City Secretary: Election Calendar for City’s General Election on May 3, 2025; Friday February 14, 2025 Last Day for ordering a general election ( SOS Form 1-2) and Last Day for filing application for place on general election ballot (SOS Form 2-49), Monday February 24, 2025 Drawing for order of names on ballot (SOS Form 3-1), March 4, 2025 Last day to deliver notice of the election to the county clerk and voter registrar, Monday March 24, 2025 Appoint election judges (SOS Forms 4-15, 4-16, 4-17), Monday April 21, 2025 First Day for early voting by personal appearance, Tuesday April 29, 2025 Last Day of “regular” early voting by personal appearance, Saturday May 3, 2025 ELECTION DAY;

10. Discussion and possible action on Ordering a general election to be held on Saturday May 3, 2025, for three (3) City Council Aldermen.

11. Discussion and possible action on City of Tenaha Municipal Court implementing the SCOFFLAW Program.

12. Discussion and possible action on approving an Ordinance granting franchise agreement with Southwestern Electric Power Company.

13. Discussion and possible action on approving Pipeline License between BNSF Railway Company and City of Tenaha.

14. Discussion and possible action on approving invoice # 24W-23369 in the amount of $6,966.00 to BNSF Railway Company for Application Fee, Perit Fee, and Liability Insurance.

15. Sec. 551.074. PERSONNEL MATTERS; CLOSED MEETING. (a) This chapter does not require a governmental body to conduct an open meeting: (1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or (2) to hear a complaint or charge against an officer or employee. (b) Subsection (a) does not apply if the officer or employee who is the subject of the deliberation or hearing requests a public hearing.

16. Council Items: Repots by the members of the City Council on matters not on the agenda will be made at this time. A total not to exceed 10 minutes will be devoted to these reports.

17. Adjourn

The Council reserves the right to retire from executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
