March 1, 2023 - The National Weather Service, Shreveport, Louisiana forecasts rain Wednesday and Thursday before a sunny weekend arrives. The forecast for Wednesday is slight chance of showers and thunderstorms in the evening; however, Thursday has potential for possible severe thunderstorms.

February 28, 2023 - The Shelby County Commissioners approved the purchase of a Tahoe for the Constable Precinct 5 office using City of Timpson funds during their meeting held Wednesday, February 15, 2023.
Josh Tipton, Constable Precinct 5, addressed the commissioners about a “donation” from DeSoto Parish Sheriff Jason Richards by way of a Tahoe for the price of $2,000.
Tipton explained the vehicle is a 2013-2014 Tahoe which would only need a radio installed for the use of his reserve officer. Constable Tipton explained the City of Timpson is donating the funds for the purchase of the Tahoe.
The vehicle has 165,000 miles on it, comes with lights and the option of a cage, as well as a large equipment box in the back.
Stevie Smith, Commissioner Precinct 3, commented that DeSoto Parish has been a very good neighbor to Shelby County and Constable Tipton agreed Sheriff Richards has been very good to the county.
A motion carried to approve the donation of funds from Timpson, which was followed by another motion to purchase the Tahoe.
Commissioner Tom Bellmyer described how well used the AgriLife building is by groups in the community and the need to expand the building, and a desire to put together a plan to extend the building toward the sidewalk on Nacogdoches Street and have the addition of bathrooms and additional doorway to the main room there.
A motion carried to add the AgriLife building expansion program to the list of projects on the ARPA projects.
Judge Harbison gave an update on ARPA projects and she stated there are $1.4 million in equipment purchases, election equipment is in place and the last payment has been issued by the county treasurer.
“We are working on the Precinct 3 barn, working on getting some quotes, it’s a turnkey project so we are working on that,” said Judge Harbison.
Judge Harbison stated a representative of A-lert was recently at the jail and did a final walkthrough as the project gets closer to starting. She said there was some discussion about covering the recreation yard at the back of the facility, and the county has spoken with the Texas Commission on Jail Standards (TCJS) and whatever issue there may have been has been rectified. Instead of covering the whole area and installing sky lights, only half of the recreation yard will be covered and TCJS has given the go ahead to move forward.
Land is still needing to be purchased for the Huber Water Supply project, according to Judge Harbison, and the county is still waiting on Paxton Water Supply to return a signed contract. Judge Harbison indicated other projects not on their list, which have previously been discussed are on hold.
Agenda items approved during the meeting include: 1. Pay weekly expenses. 2. Current Payroll. 3. Put gravel down for a school bus turnaround on CR 3169. 4. Donation of $2,000 to Precinct 5 Constable Josh Tipton from the City of Timpson. Motion to accept that donation. 5. Purchase of a 2013 Tahoe from the DeSoto Parish Sheriff’s Department for the benefit of the Precinct 5 Constable. 6. Add the AgriLife building expansion program to the list of projects on the ARPA projects. 7. Adjourn
February 28, 2023 - The U.S. Forest Service announces to prescribed burns, one in San Augustine County and another in Sabine County. Details on each burn are below:

February 27, 2023 - The week of February 19th through 25th yielded 5 calls for the Joaquin Volunteer Fire Department. Here’s a summary of the week’s events.
First, on Tuesday at 5:31pm a page came in requesting JVFD to do a welfare check at a residence on County Road 3590 after a family member of the elderly resident got no response from them earlier in the evening. Members of the department arrived at the location and found the resident asleep in their living room, but otherwise in fine condition. Allegiance EMS on scene did an examination of the patient to ensure vitals were within optimal range.
Wednesday had 2 calls at the same address on Carroll Street, both for lift assists. The first came through at 10:30am when the JVFD responded to help Allegiance with getting the patient to the ambulance, and the second was at 9:39pm to help a Balentine ambulance crew get the patient back into their home.
Thursday at 2:19pm the JVFD was called to set up a landing zone at the baseball field for a Life Air Rescue helicopter after Allegiance EMS picked up a patient in critical condition. The helicopter touched down first, with the ambulance arriving shortly after, and the patient was eventually loaded into the helicopter and transported to a nearby emergency room.
Lastly, on Saturday at 10:58pm a call was received for a potential seizure patient at a residence on Childress Street. Upon arriving on scene the JVFD found that an ambulance crew was already there and was working on the patient. The scene was cleared once the ambulance got the patient stabilized and began transporting them to the emergency room.
With that, this edition of the report will come to a close. The Joaquin Volunteer Fire Department hopes everyone has a great and safe week ahead.

February 26, 2023 - Center Police Department officers responded to a crash located on Tenaha Street at the entrance to Taco Bell near the Hurst Street intersection on Saturday, February 25, 2023.
When officers arrived at the location, the vehicles involved remained in the middle of the roadway. Once it was determined the occupants of the vehicles were uninjured, both of the automobiles were able to be removed from the roadway so the flow of traffic could safely continue.
According to Center Police Officer Jerry Payne, at around 12-noon a black 2014 Buick Encore driven by Peaches Conway, 85, of Center was attempting to re-enter traffic on U.S. Highway 96 (Tenaha Street) to turn to the north. At that time a grey 2017 Toyota Tundra driven by James Williams, 57, of Center which was traveling north at that time and was unable to avoid colliding with the Buick.
The collision caused damage to the right front quarter panel of the Toyota and damage to the driver’s side of the Buick.
No injuries were reported as a result of the crash incident and no citations were issued.
The Buick was towed from the scene.

February 24, 2023 - On February 20, 2023, the Texas Commission on Environmental Quality required the Choice public water system, 2100005 to issue a Boil Water Notice to inform customers, individuals, or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.
The public water system has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes and has provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of February 24, 2023.

February 20, 2023 - Due to a loss of pressure the Texas Commission on Environmental Quality has required the CHOICE Water system, ID# 2100005 to notify customers that were without water 02/20/2023 from Short Church on 1005 to 1024, everyone on 1024 (anyone without water) to boil their water, prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions.
To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.
In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.
When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.
Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

February 22, 2023 - A Shelby County Grand Jury handed down 50 indictments including two for murder and one for manslaughter on Thursday, February 16, 2023. The grand jury was impaneled for the January 2023 term of the 123rd/273rd Judicial District Courts.
Teresa Louviere was indicted for murder, first degree felony. The indictment alleges, on November 14, 2022, Louviere caused the death of Sarah Hopson by blunt force trauma to the head with an object unknown to this grand jury. (123rd Judicial District Court)
Teresa Louviere was indicted for tampering with physical evidence, second degree felony. The indictment alleges, on November 14, 2022, Louviere observed a human corpse under circumstances in which a reasonable person would have believed that an offense had been committed, namely murder, and Louviere knew or reasonably should have known that a law enforcement agency was not aware of the existence of or location of the corpse, and Louviere failed to report the existence of and location of the corpse to law enforcement. David Palacios was indicted for improper relationship between educator and student, second degree felony. The indictment alleges, on January 1, 2021, Palacios recklessly caused bodily injury to a student by putting his hands around her neck and choking her and biting her on the neck, while Palacios was an employee of Center High School.

Carly Jordan Bledsoe was indicted for abandoning or endangering a child with criminal negligence, state jail felony. The indictment alleges, on September 2, 2022, while Bledsoe had custody and care of two children younger than 15 years of age placed the children in circumstances that exposed them to unreasonable risk of harm, namely falling asleep at the wheel with ongoing traffic and not having the children in car seats. Dakota Travis Rodgers was indicted for evading arrest with motor vehicle, third degree felony. The indictment alleges, on February 14, 2022, Rodgers fled from DPS Trooper Timothy Grace, a person Rodgers knew to be a peace officer attempting to lawfully arrest or detain Rodgers. Avery Brown was indicted for theft of property, state jail felony. The indictment alleges, on October 14, 2022, Brown took “Sky” tablets, of the value of $2,500 or more but less than $30,000 from Russel Dale Gibbons, the owner, without consent. (273rd Judicial District Court)
Faustino Canada was indicted for theft of property >=$2,500<$30,000, state jail felony. The indictment alleges, on January 29, 2022, Faustino took a Romex, small Dewalt air compressor, tools and 35 pounds of copper of the value of $2,500 or more but less than $30,000 from James Russell Miles, the owner, without consent. Oscar Tox Bo was indicted for abandoning or endangering a child, second degree felony. The indictment alleges, on September 13, 2022, Bo intentionally abandoned a child younger than 15 years in a place, namely their house, under circumstances that exposed the child to unreasonable risk of harm and under circumstances that a reasonable person would believe would place the child in imminent danger of death, bodily injury, or physical or mental impairment while being left under the supervision of the child’s uncle who sexually assaulted her. Ricardo Zarate-Vazquez was indicted for tampering with physical evidence, third degree felony. The indictment alleges, on August 22, 2022, Zarate-Vazquez while knowing a crash investigation was ongoing, intentionally, and knowingly concealed methamphetamine with intent to impair its availability as evidence in the investigation. Ricardo Zarate-Vazquez was indicted for fraudulent use or possession of identifying information, third degree felony. The indictment alleges, on August 22, 2022, Zarate-Vazquez with intent to defraud or harm another, and without the consent of Ranulfo Zarate Riconcillo, Rosa Vazquez Landin, Leticia Baylon Arellano, Jose Carlos Zarate Baylon, Romina Zarate Baylon, and Barbara Jean Matejka (complainants), possessed less than 10 items of identifying information of the complainants. Jeffrey Akins was indicted for assault by choking, third degree felony. The indictment alleges, on December 15, 2022, Akins recklessly caused bodily injury to Tonya Parks, a member of Akins family, recklessly impeded the normal breathing or circulation of the blood of Parks by applying pressure to the throat or neck of Parks. Alan Diaz was indicted for evading arrest with a motor vehicle, third degree felony. The indictment alleges, on September 9, 2021, while using a vehicle Diaz fled from DPS Trooper Dustin Ramos, a person Diaz knew was a peace officer attempting to lawfully arrest or detain Diaz. Carl Givens was indicted for prohibited weapons, third degree felony. The indictment alleges, on December 27, 2022, Givens possessed a short barrel firearm, namely a Cresent Firearms single shot 12-gauge shotgun which had been cut down to be 15.65 inches. The weapon was not registered in the National Firearms Registration and Transfer Record maintained by the Bureau of Alcohol, Tobacco, Firearms and Explosives or not subject to that registration requirement, and the weapon was not classified as a curio or relic by the United States Department of Justice. James Christopher Flow was indicted for burglary of a habitation, second degree felony. The indictment alleges, on March 22, 2022, Flow entered a habitation without the consent of Robert Hutchns, the owner, and attempted to commit or committed theft of a 4-wheeler, black cross bow, 20-gauge shotgun lever action, .22 long rifle with scope. Wilton Wood was indicted for injury to a child, elderly individual, or disabled individual, first degree felony. The indictment alleges, on January 3, 2023, Wood caused serious bodily injury to Wilton Douglas Wood, an individual 65 years of age or older, by striking him in the head and face with a handgun.
