City of Joaquin Governing Body Notice of Meeting, June 13 Agenda

June 9, 2023 - The City Council of Joaquin will meet for a Special Called Council Meeting on Tuesday, June 13, 2023, at 4:30 p.m. at the Joaquin City Hall located at 124 N. Preston Street, Joaquin, Texas.

The following items are on the agenda for appropriate action:

1. Call to Order:

2. Roll Call: To establish a quorum

3. Invocation:

4. Pledge: United States Pledge, Texas Pledge

5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen’s Input Form may be filled out and filed with the City Secretary prior to the meeting.

6. City Secretary to administer Statement of Officer and Oath of Office for Mike Cummings, Jr. by appointment by the Joaquin City Council to fill a vacancy in of the office of Council Member until next General Election.

7. Discuss and take action: Discuss and take possible action establishing a dress code for city employees.

8. Executive Session:

Executive Session – Texas Government Code, Section 551.071: Consultation with Attorney. Executive Session pursuant to Section 551.071, Texas Government Code, for the purpose of consultation with legal counsel regarding legal matters involving the former Utility Billing Manager. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of discussion and deliberation of the appointment, employment, evaluation and/or duties of the position of Utility Billing Manager.

9. Council reconvenes and possible action: Possible actions on  matters discussed in executive session.

10. Discuss and take action: Discuss and take possible action removing Paula Guzman from all accounts at American State Bank.

11. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.

12. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
