City of Joaquin Governing Body Notice of Meeting, Feb. 24 Agenda

February 18, 2026 - The City Council of Joaquin will meet for a Scheduled Monthly Council Meeting on Tuesday, February 24, 2026, at 6pm at the Old Fire Station on Steve Hughes Drive, Joaquin, Texas.

The following items are on the agenda for appropriate action:

OPEN FORUM. Open forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary prior to the start of the meeting. In accordance with the Texas Open Meeting Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.

Agenda Items

1. Discuss/Possible Action: Approve minutes from January's meeting and December's special called meeting.

2. Discuss/Possible Action: Approve Finances.

3. Discuss/Possible Action: Insurance claim for the community center kitchen and dining room floors for water drain damage.

4. Discuss/Possible Action: Initiate process for obtaining estimates to sell properties including Old Texas State Bank, City Hall, old senior center property, and City Maintenance Building.

5. Discuss/Possible Action: Options for creating an ordinance for city-wide derelict and abandoned properties; update from the city attorney on the issue.

6. Discuss/Possible Action: Basketball court installation at city park.

7 . Discuss/Possible Action: Office printer upgrade and new lease agreement.

8. Discuss/Possible Action: Pay $1,000 for football team playoff (city promotional) signage purchased by Joaquin Athletic Boosters in December.

9. Discussion: Grant updates.

10. Discussion: 25-26 Fiscal Year Audit Update.

11. Executive Session: The Council will recess into closed session pursuant to Texas Government Code Section 551.074 (Personnel Matters) to deliberate regarding general employee matters and specifically the City Maintenance worker's pay structure.

Reconvene into Open Session

12. Possible Action: Regarding the City Maintenance worker's pay structure.

13. Adjournment.

The Council reserves the right to retire into executive session concerning any of the items fisted on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
