October 16, 2026 - The City Council of Joaquin will meet for a Regular Council Meeting on Tuesday, October 20, 2026, at 6pm at the Old Fire Station, located at 136 Steve Hughes Drive, Joaquin, Texas.
The following items are on the agenda for appropriate action:
1. Call to Order:
2. Roll Call: To establish a quorum.
3. Invocation:
4. Pledge: United States Pledge, Texas Pledge
5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen's Input Form may be filled out and filed with the City Secretary prior to the meeting.
6. Department Head Reports:
a. Utility Billing Manager Report

c. Maintenance Report
d. City Secretary Report
7. Discuss and take action: Approval of the minutes of the previous regular City Council meeting.
8. Discuss and take action: Approval of the previous month's financial statements.
9. Discuss and take action: Approval of Goff & Herrington to complete audit for fiscal year 2025-2026.
10. Discuss and take action: Approve a one-time Utility Bill adjustment for Account# 414, in the amount of $1096.46, with customer and City of Joaquin each paying half, $548.23 with the amounts being paid by October 30th, 2026, to satisfy the debt.
11. Discuss and take action: Approve a Utility Bill Credit for Account# 118, in the amount of $187.82 to satisfy the debt.
12. Discuss and take action: Approve reversing the City of Joaquin City Council decision on making changes as follows to the current payment schedule: Bills are due on the 10th of each month, late notices go out on the 11th of each month, cut-offs will be on the 16th of the following month, which are bills that are 31 days later.
13. Discuss Texas Boat Ramp Project start and completion dates and public awareness signage for projects and nearby open launches.
14. Adjourn.
The Council reserves the right to retire from executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
