City of Joaquin Notice of Meeting of the Governing Body, July 18 Agenda

July 14, 2023 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on Tuesday, July 18, 2023 in the City Council Chambers of City Hall, 124 N. Preston Street, Joaquin, Texas, beginning at 6:00 p.m. for the purpose of considering the following agenda items.

The following items are on the agenda for appropriate action:

2. Roll Call: To establish a quorum.

3. Invocation:

4. Pledge: United States Pledge, Texas Pledge

5. Open Forum. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.

7. Discuss and take possible action on approving the previous month's minutes.

8. Discuss and take possible action on approving the financials.

9. Discuss and take possible action on approval of Bills for the month of July 2023.

10. Discuss and take possible action on leasing the Historical building.

11. Discuss and take possible action on Community Center being used for woman's support group.

12. Discuss and take possible action on approval to submit application to Communities Unlimited for water/wastewater loan

13. Discuss and take possible action on amending the City of Joaquin Employee Policy.

14. Discuss and take possible action on accounts: 691,449, and 250.

15. Discuss and take possible action on Interlocal Agreement with City of Tenaha.

16. Executive Session: 

A. Texas Government Code, Section 551.071: Consultation with Attorney. Executive Session pursuant to Section 551.071, Texas Government Code, for the purpose of consultation with legal counsel regarding legal matters involving the former Utility Billing Manager.
B. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of discussion and deliberation of the appointment, employment, evaluation and/or duties of the position of Utility Billing Clerk/Manager.
C. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of Annual Evaluation/Job Performance of City Secretary.

17. Council reconvenes and possible action: Possible action on matters discussed in executive session.

18. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.

19. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
