City of Joaquin Notice of Regular Meeting, Jan. 21 Agenda

January 17, 2025 - The City Council of Joaquin will meet for a Regular Council Meeting on Tuesday, January 21, 2025, at 6pm at Joaquin Volunteer Fire Department located at 131 Steve Hughes Drive, Joaquin, Texas.

The following items are on the agenda for appropriate action:

1. Call to Order:

2. Roll Call: To establish a quorum.

3. Invocation:

4. Pledge: United States Pledge, Texas Pledge

5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen’s Input Form may be filled out and filed with the City Secretary prior to the meeting.

The city will have 2 Council Member seats and the Mayor’s position open for the May 3, 2025 General Election. The Notice of Deadline to File Applications for Place on the ballot for the May 3rd General Election was posted on December 17, 2024, at City Hall. The first day to file for a place on the ballot will be January 15, 2025, and packets will be available at Joaquin City Hall. The last day to submit applications, in person or by mail, is February 14, 2025, at 5:00 PM.

Early Voting: April 21 – April 30, 2025
Election Day: May 3, 2025

7. Discuss and take possible action: Approving the previous month and special meeting minutes.

8. Discuss and take possible action: Approving the financials and bills for January.

9. Discuss and take possible action: Appoint someone to fill the vacancy on the Council.

10. Discuss and take possible action: Review bids received to clean the floors at the Community Center or possibly replace the tile in the kitchen area.

11. Discuss and consider approval: Order a General Election to be held May 3, 2025, for 2 or 3 council members and Mayor for the 2025-2027 term.

12. Discuss and consider approval: Notice of General Election to be held May 3, 2025, for 2 or 3 council members and Mayor for the 2025-2027 term.

13. Discuss and consider approval and signing: Water Purchase Contract with the Town of Logansport.

14. Discuss and take possible action: Water and Wastewater licensed operator

15. Discuss and take possible action: Resume transfer of funds to the USDA loan account in the amount of $2,585.00 and the remaining $1,500 to be put in the savings account for future needs.

16. Discuss and take possible action: Adopt Code of Ethics for Mayor and City Council Members.

17. Executive Session: Consider entering executive session personnel Matters with possible action related thereto upon reconvening in open session in accordance with Government Code Section 551.074.

A. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of a formal interview with potential replacement for the maintenance position. Discuss employee pay rates.
B. Texas Government Code, Section 551.071: A City Council may meet in closed session to consult with its attorney about legal matters related to a contract if the discussion involves: Pending or contemplated litigation, A settlement offer or Legal advice on the contract’s terms and implications.

18. Council reconvenes and possible action: Possible actions on matters discussed in executive session.

19. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.

20. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
