September 13, 2024 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on Tuesday, September 17, 2024 in the Joaquin Volunteer Fire Department, 131 Steve Hughes Drive, Joaquin, Texas, beginning at 6pm for the purpose of considering the following agenda items.
The following items are on the agenda for appropriate action:

2. Roll Call: To establish a quorum.

4. Pledge: United States Pledge, Texas Pledge
5. OPEN FORUM. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.
6. Department Head Reports:
a. Utility Billing Manager Report
b. Public Works Report
c. City Secretary Report
7. Discuss and consider action on approving the previous month’s minutes.
8. Discuss and consider action on approving the Financials and Bills for August.
9. Discuss and consider action to adopt a resolution related to the 2024 Downtown Revitalization application as required by the Texas Department of Agriculture under CDM24-0069 and authorizing Mayor to execute said agreement.
10. Discuss and consider action on approving actions taken by the Economic Development Board.
11. Discuss and consider action on TCEQ letter dated August 26, 2024.
12. Discuss and consider action on the Interlocal Agreement Between the City of Joaquin and SRA and authorize the Mayor to execute said Agreement.
13. Discuss and consider action on a Resolution of the City Council of the City of Joaquin, Texas, approving an Interlocal Cooperation Agreement between the Joaquin Independent School District and the City of Joaquin relating to the conveyance of real property by JISD to the City, and the construction, operation, and maintenance of a water well and related equipment on said property by the City of Joaquin; and authorizing the Mayor to execute said Interlocal Cooperation Agreement.
14. City Council will convene into Executive Session in accordance with the Texas Government Code Section 551.071 to consult with the City Attorney regarding legal matters concerning the role, responsibilities, and authority of the individual City Councilmembers.
15. Adjourn.
The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
