City of Joaquin Notice of Regular Meeting, Sept. 19 Agenda

September 15, 2023 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on September 19, 2023 in the City Council Chambers of City Hall, 124 N. Preston Street, Joaquin, Texas, beginning at 6:00 p.m. for the purpose of considering the following agenda items.

The following items are on the agenda for appropriate action:

1. Call to Order:

2. Roll Call: To establish a quorum.

3. Invocation:

4. Pledge: United States Pledge, Texas Pledge

5. OPEN FORUM. Open Forum is an opportunity for citizens to speak about items not listed on the
agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.

7. Discussion: CSWR to give presentation.

8. Discussion: Boat Ramp Annexation.

9. Discuss and take possible action on approving the previous month’s minutes.

10. Discuss and take possible action on approving the financials.

11. Discuss and take possible action on approval of Bills for the month of September 2023.

12. Discuss and take possible action on Burn ban policy for the City of Joaquin.

13. Discuss and take possible action on adopting Resolution for the Farmers State Bank loan.

14. Discuss and take possible action on rental agreement with Paxton Water Supply.

15. Discuss and take possible action on Acct 160 and 648.

16. Discuss and take action on approving list of surplus vehicles and equipment for sealed bids.

17. Discuss and take action on adopting Ordinance 202309-1 -FYE2024 Proposed Budget for Water, Wastewater, Gas and General Operating Funds.

18. Discuss and take action on adopting Ordinance 2023-09-2 Tax Rate and Levy for 2023-2024.

19. Executive Session:

A. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the purpose of 90 Day Evaluation / Job Performance of Utility Billing Manager.

20. Council reconvenes & possible action: Possible actions on matters discussed in executive session.

21. Council Items: Reports by the members of the City Council on matters not on the agenda will be
made at this time.

22. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
