June 13, 2025 - The City Council of Joaquin will meet for a Regular Council Meeting on Tuesday, June 17, 2025, at 2pm at Joaquin Community Center, Joaquin, Texas. The following items are on the agenda for appropriate action:

2. Roll Call: To establish a quorum.

4. Pledge: United States Pledge, Texas Pledge
5. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items, or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizen’s Input Form may be filled out and filed with the City Secretary prior to the meeting.
6. Department Head Reports: Utility Billing Manager Report Public Works Report City Secretary Report
7. Consider and take action: Approving the previous month and special meeting minutes.
8. Consider and take action: Approving the financials and bills for May.
9. Consider and take action: Using Hotel funds for July 4th celebration.
10. Consider and take action: Approve two (2) Resolution for Texas Parks & Wildlife Park Grant
11. Consider and take action: Approve quote for new Gas Service tools.
12. Consider and take action: Review information from Republic Waste Management and whether we should consider offering trash services.
13. Consider and take action: Approve increase for utility rates
14. Consider and take action: Approve payment of CMR claim for damages to Windstream.
15. Consider and take action: Award the USDA ECWAG Water Well Improvements Contract No. 1 and 2 contingent upon USDA review, approval and grant closing. Authorize the Mayor to submit written request to USDA complaint with RUS Bulletin 1780-34 Section 5.g.(1)
16. Consider and take action: Review bids for Water and Wastewater Operators and approve or appoint an licensed operator.
17. Executive Session: Consider entering executive session personnel Matters with possible action related to Personnel Reviews thereto upon reconvening in open session in accordance with Government Code Section 551.074. Texas Government Code, Section 551.074: Personnel Matters. Executive session pursuant to Section 551.074, Texas Government Code for the review applications for hire. Council reconvenes and possible action: Possible actions on matters discussed in executive session.
18. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time.
19. Adjourn.
The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act. The agenda is posted as required under Government Code Section 551.041.
