City of Timpson Council Meeting Notice, Aug. 16 Agenda

August 12, 2022 - Notice is hereby given that a meeting of the governing body of the above-named City will be held on the 16th day of  August, 2022 at 5:30 pm at Timpson City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit:

1. Call to Order

2. Invocation

3. Pledge: United States Pledge, Texas Pledge

4. Council Items:  Reports by the members of the City Council on matters not on the agenda will be made at this time.  A total, not to exceed 10 minutes will be devoted to these reports.

5. Presentations & Recognitions/ Chamber of Commerce notices:

Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items or a matter not listed on the agenda.  Each speaker is limited to 3 minutes.  A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting.

7. Department/Committee Reports:

A. Public Works Report:  Larry Burns, Timpson St. project &  3rd St. culvert updates.
B. City Secretary: Update on the CDBG, DRP & FAST Grants; ARP second installment. Insurance claim submitted for the lightening damage at the wastewater plant and the city is being reimbursed $43,330 less the $5,000 deductible. Due to the new time schedule at the school, we are ordering replacement signs for McLaughlin St. and also speed limit signs for Holly & Timpson St.

8. Consent Agenda: Items included under the Consent Agenda require little or no deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

A. Consider approval of Minutes from the Regular Meeting held July 19, 2022
B. Consider approval of Financial Statement for the month of  July, 2022
C. Consider approval of Accounts Payable for the month of August, 2022
D. Consider approval for First Christian Church to hold a tent revival on the square Nov. 1-3, 2022

REGULAR AGENDA ITEMS (9-16)

9. Discuss and take action: Discuss and consider adopting the 2022-2023 Proposed Tax Rate.  Read the proposed ordinance regarding the proposed tax rate and percentage of increase, if any.

10. Discuss and take action: Discuss and consider adopting the 2022-2023 Proposed Budget for Water/Sewer, Electric, and General Operating Fund including the Streets, Parks, Cemetery, Court Technology, TVFD, and Payroll - including discussion and approval of COLA % for all full-time employees.

11. Discuss and take action:  Consider a special called meeting, if needed, to work on the budget and/or tax rate.  If no special meetings are called, the FINAL BUDGET & TAX RATE will be adopted at the September 20th Council Meeting.

12. Discuss and take action:  Discuss and possibly take action to approve the Engagement Letter for legal services to the city from Bovey & Cochran, PLLC, indicating their rate increases.

13. Discuss and take action:  Discuss and possibly take action on the agreement with Charter Communication – pole sharing, tabled from the June Council Meeting.

14. Discuss and take action:  Discuss and possibly take action for approval of the $7,500 FAST Grant match with funds from the TVFD Savings Acct ending 6114, should the grant be awarded.

15. Discuss and take action:  Discuss and consider approving the Annual Fire Hydrant Audit quote from Texas Hydrant Services for 2022-2023 in the amount of $6,070.50.

16. Discuss and take action:  Discuss and consider approval to purchase a truck with funds from the Electric Dept, up to $40,000 or put down a deposit until Council can approve.

17. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
