City of Timpson Governing Body Notice of March 16 Meeting

March 11, 2021 - Notice is hereby given that a meeting of the governing body of the City of Timpson will be held on the 16th day of March 16, 2021 at 5:30 pm at Timpson City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit: 

1. Call to Order.

2. Invocation.

3. Pledge: United States Pledge, Texas Pledge

4. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. A total, not to exceed 10 minutes will be devoted to these reports.

5. Presentations & Recognitions/ Chamber of Commerce notices: The City would like to thank Paula Mullins for 12 years of service. First Baptist Church is having the annual Easter event at SoSo park on Saturday, March 27, 2021.

6. Citizens Input: This time is provided for members of the public to address the City Council on items that appear within the Consent and Action Items or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting.

D. City Secretary: 
The PD Donations account and the Forfeiture account have been closed with Austin Bank. The balance of the Donations account was transferred to Street Improvements $2,337.84, and the balance of the Forfeiture Account was transferred to Payroll to cover his last paycheck leaving $146.80 which was put into General Checking to cover PD utility bills. The current balance on the 2019 Tahoe is $22,147.50 and will be paid for April 2023. Insurance adjustments have been made, including the changing the 2013 Tahoe to liability only.
The City currently has 4 grants in motion:

CRF: Received $12,463 6/9/2020; currently awaiting approval for final payment of $61,551.11
DRP - ($350k Max): Application deadline May 1st, completed scope meeting with GLS
CDBG - ($350k Max): Application deadline May 1st, completed scope meeting with GLS
FEMA Winter Storm Aid: Working on application; deadline for Public Assistance is 3/21/2021.

8. Consent Agenda: Items included under the Consent Agenda require little or no deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

9. Discuss and take action: Discuss and consider renewing the city lawncare contract with Lawn Commanders, at the rate of $1,775/month, effective May 1, 2021 - April 30, 2022.

10. Discuss and take action: Discuss and consider approval of Resolution-399, authorizing execution of a letter of waiver for payments in lieu of taxes for the Housing Authority of Timpson, that have accrued through March 31, 2021.

11. Discuss and take action: Discuss and take action to approve free pilot for the smart phone meter reading software from Datamatic.

12. Discuss and take action: Discuss moving $20,000 from American State Bank Cemetery CD (31414), current balance $294,983 to Austin Bank Cemetery Saving account (6094759), current balance $8,484.

13. Discuss and take action: Discuss and take action to amend the 2020/2021 General Budget due to the RIF and closure of the Timpson Police Dept. 

14. Discuss and take action: Discuss and take action to cancel the landline phone (254-2700) at the Police Department.

15. Discuss and take action: Discuss pay raise for Public Works employee(s), due to increased duties as discussed in the January Council meeting.

16. Discuss and take action: Discuss the approval of a resolution that authorizes submission of an application to the Texas Department of Agriculture for a 2021-2022 Texas Community Development Block Grant Program – Community Development Fund grant of up to $350,000 for Water/Sewer Improvements and designates the Mayor as the City’s authorized signatory.

17. Discuss and take action: Discuss the approval of a resolution that authorizes submission of an application to the Texas Department of Agriculture for a 2021-2022 Texas Community Development Block Grant Program – Rural Economic Development Downtown Revitalization Program grant of up to $350,000 for Sidewalk and ADA Improvement and designates the Mayor as the City’s authorized signatory.

18. Discuss and take action: Discuss the approval of a Resolution of the City Council of Timpson, Texas, determining that an area of the City contains conditions which are detrimental to the public health, safety and welfare of the community and constitutes a slum/blight area. 

19. Discuss and take action: Discuss the approval of the City of Timpson Citizens Participation Plan for the Texas Department of Agriculture (TDA) Community Development Block Grant Program.

20. Discuss and take action: Discuss the approval of a resolution adopting a Public Access Plan for use during construction of public infrastructure projects funded through the Texas Capital Fund- Downtown Revitalization Program. 

21. Discuss and take action: Discuss and approve Temporary Exemption for Qualified Property Damaged by Disaster under Sec 11.35., allowing qualified City residents temporary property tax exemption.

22. Adjourn.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
