City of Timpson Notice of Council Meeting, April 18 Agenda

April 13, 2023 - Notice is hereby given that a meeting of the governing body of the City of Timpson will be held on the 18th day of April, 2023 at 5:30 pm at Timpson City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit:

1. Call to Order

2. Invocation

3. Pledge: United States Pledge, Texas Pledge

4. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. A total, not to exceed 10 minutes will be devoted to these reports.

5. Presentations & Recognitions: Mayor Smith will be presenting Ms. Annie Jean Yarbrough with a plaque May 6th, recognizing her 100th Birthday.

6. Citizens Input: This time is provided for members of the public to address the city Council on items that appear within the Consent and Action Items or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting.

7. Department/Committee Reports:

B. City Secretary: Update on Downtown Revitalization Project

Early voting: April 24 - 28, 8:00am - 5:00pm, May 1 - 2, 7:00am - 7:00pm 
Election Day: May 6, 7:00am – 7:00pm 

8. Consent Agenda: Items included under the Consent Agenda require little or no deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

A. Consider approval of Minutes from the Regular Meeting, March 21, 2023
B. Consider approval of Financial Statement for the month of March, 2023
C. Consider approval of Accounts Payable for the month of April, 2023
D. Consider approval of .50 pay increase for Bryan Alpha for obtaining the Class C license for ground water and .50 increase for obtaining the Class C license for waste water.
E. Consider approval to donate $499.19 to the Shelby Co Children’s Advocacy Center, which is what the City received for the Child Safety Fee.
F. Consider approval to pay contractor for the emergency repairs on Hwy 59 once the invoice is received.

Regular Agenda Items (9-14)

9. Discuss and take action: Discuss and consider adoption of the Shelby County FEMA approved Hazard Mitigation Plan. The approved plan makes the city eligible to apply for current and future mitigation grants.

10. Discuss and take action: Discuss and consider approval of Resolution-405, authorizing execution of a letter of waiver for payments in lieu of taxes for the Housing Authority of Timpson, that have accrued through March 31, 2023.

11. Discuss and take action: Discuss and consider accepting sealed bids for the 2008 F-150 and determine highest bid at the May Council meeting.

12. Discuss and take action: Discuss and consider, after reviewing rates from Austin Bank and American State Bank, opening a CD with $250,000 from the Elect Dept checking account.

13. Discuss and take action: Discuss and consider quotes on a new zero turn mower for Public Works to mow sewer plant, city hall, et.al.

14. Discuss and take action: Discuss and consider advertising for city mowing contract and/or approve the Mayor and City Secretary to select a contractor at or below the current monthly rate. 

Executive Session: Texas Government Code Section 551.076 - Deliberation regarding Security Devices or Security Audits. The City Council will convene into Executive Session in accordance with the Texas Government Code Section 551.076 to deliberate the deployment, or specific occasions for implementation, of Shelby County law enforcement personnel in the City of Timpson.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
