May 16, 2025 - Notice is hereby given that a meeting of the governing body of the City of Timpson will be held on the 20th day of May at 5:30 pm at Timpson City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit:
1. Call to Order
2. Invocation
3. Pledge: United States Pledge, Texas Pledge
4. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. A total, not to exceed 10 minutes will be devoted to these reports.
5. Timpson Chamber of Commerce: Frontier’s Day and request for Circus (see action item below) Wet & Wild and Regular inflatables – they have insurance.
6. Citizens Input: This time is provided for members of the public to address the city Council on items that appear within the Consent and Action Items or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting.
7. Department/Committee Reports:
A. Public Works Report: Larry Burns/Matthew Owens
B. Schedule a workshop with council to discuss water infrastructure needs and a program to fund those improvements.

8. Consent Agenda: Items included under the Consent Agenda require little or no deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

E. Consider approval of the Luna Family Circus to perform Fri-Sat-Sun June 27-28-29
One show per night @7:30 pm. $15 adults no charge for children 12 and under with paid adult ticket. Children 12 and under must be accompanied by an adult. On the downtown plaza. Luna will pay for porta potties
F. Consider approval for the Chamber to secure an inflatables company to set up for Frontier’s Day.
Regular Agenda Items (9-13)
9. Issue Certificate of Election for elected Council Members

11. Administer the Oath of Office for elected Council Members
12. Discuss and consider: Elect Mayor Pro-Tem to perform the mayor’s duties during the mayor’s incapacity or absence. The Mayor Pro-Tem is for one year and retains the right to vote on all matters before the council (and not just to break a tie) while performing the duties of mayor (Local Government Code Section 22.037 and 23.027).
Executive Session: For the purpose of discussing Personnel Matters Texas Government Code Section 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee;
13. Discuss and consider: Discuss and possibly approve the decision to re-hire Misty Burgess to fill the position of City Secretary. The position is full time with benefits.
14. Discuss and Consider: Consider accepting the bids referenced below on property that was on a tax resale. The bids were not equal to the opening bid amount at the foreclosure auction and therefore were sent to a Public Resale.
a) Bid for Tax Trust Property; suit No. 16CV33530; Shelby County, et al vs. Mary A. Foster (0 recovery)
b) Bid for Tax Trust Property; suit No. 14CV-32,865; Shelby County, et al vs. Edgar Dansby, Sr. Estate, et al (1332.35 recovery)
15. Discuss and Consider: Review and make a decision regarding
a) the Leaf Lease on the Ricoh Copier at City Hall. The current lease needs to be converted to a 1 dollar buy out lease or the City needs to purchase the copier. Options are included in council packet.
b) the monthly maintenance contract with John R Hibbard
The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
