Grant Assistance Available to Help Texans with Delinquent Mortgage, Tax, Insurance, HOA

July 11, 2022 - Homeowners in Texas are eligible for grant assistance administered by the Texas Department of Housing and Community Affairs and it is meant to provide eligible homeowners with grants to pay past due mortgage payments and property taxes, insurance, and HOA fees.

The program is the Texas Homeowner Assistance Fund (TXHAF) program which is funded by the Homeowner Assistance Fund under the American Rescue Plan Act of 2021. For those who qualify, the program is meant to help avoid foreclosure as a result of delinquent mortgage or property tax payments.

There are criteria listed to determine if someone is eligible for the program including:

Fallen behind on one or more of the following payments:

  • Mortgage loans
  • Property taxes
  • Property insurance
  • HOA/condo association fees
  • Household income is at or below 100% area median income (AMI) or 100% of the median income for the United States, whichever is greater
  • Own and occupy a home in Texas as a primary residence
  • Experienced a qualified financial hardship after January 21, 2020, such as lost income or increased expenses due to the pandemic
  • Additional program requirements will apply

The maximum assistance through the Mortgage program per household is up to $40,000, and through the Property Charge Default program up to $25,000.

Examples of required documents include:

  • Identification card, like a driver's license
  • Past Due Mortgage Statement, Property Tax Statement, Insurance Statement, and/or HOA Statement
  • Proof of occupancy, like a utility bill
  • Income documentation, like paystubs
