Order of Business

1. Call to order, establish quorum & welcome guest.
2. Invocation & Pledge of Allegiance. Council approval of the previous month’s minutes.
3. Monthly Reports: 
a. Utility Billing Manager Report - Monthly receipts 
b. Public Works Manager -  Update – Sewer, Water, & Gas

4. Discussion & Council Action on Payment of Bills.
5. Discussion and action appointing Barbara Pridgen as Election Judge for the May 1, 2021 Elections with the approval of two Election Clerks and Jessica Davis for Early election judge with Paula Guzman as the early election clerk. 
6. Discussion and possible action for early election extended hour days to be April 26 &27, 2021 7am -7pm
7. Discussion and action on appointing Grant Administrator 
8. Discussion and action on possible action on USDA loan project for Stephens Engineering for a new Waste Water Treatment Plant and Brookshires lift station. 
9. Discussion and action on renewing contract for water with Town of Logansport. 

10. Discussion and action on finishing the Welcome to Joaquin signs project. 
11. Discussion and action on after hour answering service. 
12. Discussion and action on “Keeping Joaquin Clean” scheduling a  work day. 
13. Discussion and possible action on infrastructure needs within the City, referring to the recent freeze & failures that we experienced. 
14. Discussion and action on proper protocol for announcing and notifying school and local businesses when water service is interrupted for repairs

15. Council will hold a closed Executive Session Meeting 
Personnel Matters (551.074). Jessica Davis, City Secretary, Stacy Cranford, Public works  5 C Utility and Jeff Rodgers
