November 14, 2024 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on November 19, 2024 in the Joaquin Volunteer Fire Dept., 131 Steve Hughes Drive, Joaquin, Texas, beginning at 5:30 p.m. for the purpose of considering the following agenda items.
The following items are on the agenda for appropriate action:

2. Roll Call: To establish a quorum.
3. Invocation:
4. Pledge: United States Pledge, Texas Pledge
5. OPEN FORUM. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person.

a. Utility Billing Manager Report

7. Randy Smith, special guest to address the council.
8. Discuss and consider action on approving the previous month’s minutes.
9. Discuss and consider action on approving the Financials and Bills for October.
10. Discuss and consider action on the Employee Christmas Bonuses.
11. Open, review and accept or reject bids for tractor.
12. Discuss and consider action on approving a Resolution for Mayor Jessie Griffith to sign the closing documents for the purchase of the property from Cheryl Wilson. Purchase price is $4,000.
13. Discuss and consider action on approving the purchase of 2025 calendars.
14. Discuss and consider action on cancelling the December Council Meeting.
15. Discuss and consider action on how much the monthly transfer should be to the USDA account.
16. Discuss and consider action on need to hire a maintenance person due to employee that is retiring in May 2025.
17. Revisit and Discuss questions regarding the hiring of Water Finance Exchange for grants from the Texas Water Board.
18. Adjourn.
The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
