Joaquin City Council Regular Meeting Agenda, Oct. 21

 October 16, 2025 - Notice is hereby given of a Regular Meeting of Joaquin City Council to be held on Oct. 21, 2025 in the City Council Chambers of City Hall, 130 Steve Hughes Drive, Joaquin, Texas, beginning at 6pm for the purpose of considering the following agenda items. 
 
The following items are on the agenda for appropriate action:
 
1. Call to Order:

2. Roll Call: To establish a quorum.

3. Invocation:

4. Pledge: United States Pledge, Texas Pledge

5. OPEN FORUM. Open Forum is an opportunity for citizens to speak about items not listed on the agenda. In order to address the City Council, please complete the Open Forum form and submit it to the City Secretary Prior to the start of the meeting. In accordance with the Texas Open Meetings Act, the City Council shall not discuss, deliberate, or make any decisions on items discussed during the Open Forum. Comments are limited to 3 minutes per person. 

6. Discuss and consider action: Krystal Raybon to address council regarding needs for Trunk or Treat and the Christmas Festival.

7. Discuss and consider action regarding refund of sewer charges on account number 4.

8. Department Head Reports:

9. Discuss and consider action on approving the previous month’s minutes. 

10. Discuss and consider action on approving the Financials and Bills for September. 

11. Discuss and consider action to create an ordinance to handle refunds in a more efficient manner.

12. Discuss and consider nominating a representative for Appraisal District Board.

13. Discuss and consider action on the adoption of Resolutionapproving the transfer of certain real property owned by the City to Garrett Family Foundation. To promote a public purpose of the city of Joaquin pursuant to Section 253.011 of the Texas Local Government Code, and authorizing the Mayor to Negotiate and execute necessary documents on behalf of the city to effect said property transfer.

14. Discuss and consider action on the revised Interlocal Agreement with the Sabine River Authority.

15. Discuss and consider action on approving the Resolution for applying for the $30,000 SEARCH grant for the purpose of Engineering Fees and Preliminary Environmental Report for new plant.

16. Discuss and consider action on approving Resolution for applying for the 2025 EDA Grant for infrastructure needed for new plant.

17. Discuss and consider action on approving the Resolution authorizing Grant Administrator for the     2024 CDBG Disaster Recover Program related to 2024 Texas Disasters.

18. Discuss and consider action to sell or haul off the junk around the plant.

19. Discuss and consider proposal received from Paradigm Alliance regarding pipeline safety

20. Discuss and consider action on creating an Ordinance for charges relating to 1” and larger water meters as well as a higher monthly rate for cost and installation.

21. Council Items: Reports by the members of the City Council on matters not on the agenda.

22. Adjourn.
 
The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
