Notice is hereby given that Competitive Sealed Proposals (CSP) for the Window Restoration of the existing historic Shelby County Jail located ni Center, Texas wil be received until 3:00pm CST, April 2nd 2026. Submit proposals to:

NOTE: The Time-Date Stamp Clock located in the County's Office wil serve as the OFFICIAL CLOCK for the purpose of verifying the date and time of receipt of Proposals.

A mandatory Pre-Proposal Conference wil be held at 11:00am CST on March 31, 2026 at the existing building located at:

100 Courthouse Square Center, TX 75359

A Security in the amount of five percent (5%) of the total Proposal amount wil be required. Payments wil be made for completed work by check in progressive payments with the Owner retaining five percent (5%) of each payment until final acceptance of the project. A Payment Bond is required ni the amount of one hundred percent (100%) of the contract amount, if the contract amount exceeds $25,000. A Performance Bond is required in the amount of one hundred percent (100%) of the contract amount, if the contract amount exceeds $100,000. Offeror should use lump sum pricing, but Offerors should be prepared to itemize work elements for purposes of negotiations.

Contractors will be required to comply with all applicable Equal Employment Opportunity laws and regulations, all Federal, State, and local regulations for construction safety and health standards, and all state statutes and regulations and local ordinances relating to the performance of construction related services.

The successful Contractor must commence work upon issuance by Owner of a written Notice to Proceed. The Owner reserves the right to reject any and al Proposals and to waive any formality in the Proposals received. Proposals may not be withdrawn for ninety- (90) calendar days after the date on which they are opened.

The Owner requires that Substantial Completion for this Project be achieved within 120 calendar days after a Notice to Proceed is issued.
