April 21, 2020 - S. W. Carter Elementary School with Shelbyville ISD is offering online pre-registration for Pre-Kindergarten and Kindergarten for the school year 2020-2021 with the additional feature to upload required registration documents. In an effort to slow the spread of COVID-19 in our community, the Shelbyville ISD school system is currently closed. Enrollment forms and required documents can be downloaded and emailed, dropped off in the drop-off box at the front entrance or mailed to S.W. Carter Elementary, P.O. Box 325, Shelbyville, TX 75973. Registration Forms are available at www.shelbyville.k12.tx.us. If you are unable to download the forms, please email evelynf@shelbyville.k12.tx.us and provide your mailing address so that enrollment forms can be mailed to you.
Students already enrolled in Shelbyville ISD Pre-Kindergarten 4 or Kindergarten do not have to register.

Pre-Kindergarten or Kindergarten Pre-registration Process for 2020-2021
Parent will need to include the following documents as part of the online application. Please collect these documents; copy or scan before beginning your application.
- Required to submit application for Pre-Kindergarten or Kindergarten:
- Student’s birth certificate
- Student’s social security card
- Immunization Record
- Proof of Address: Acceptable documents include current gas, water, or electricity bill or lease agreement/mortgage
- Required to determine eligibility for free Pre-Kindergarten (upload at least one of the following, but you may upload more than one if applicable):
- Proof of income
- Acceptable documents include most recent paystub or unemployment, Worker’s Compensation, Disability payment stub or tax return
- SNAP, TANF or Medicaid benefits letter
- Documentation for foster care
- Documentation of military service: Acceptable documents include statement of service or official letter from a commander. Do NOT attach copies of US Department of Defense IDs
- Documentation of Star of Texas Award
- Proof of income
Registration Requirements:
Kindergarten, student must be 5 on or before September 1, 2020, and reside in the district.

Pre-Kindergarten 4, student must be 4 on or before September 1, 2020, and reside in the district, and meet any of the following:
- Unable to speak and/or comprehend the English language
- The child is educationally disadvantaged: Eligible by providing Supplemental Nutrition Assistance Program (SNAP) or Temporary Assistance to Needy Families (TANF) Eligibility Group Number (EDG#)
- If you do not have the TANF or SNAP, you must provide documentation of all other income and copies of one of the following for each person living in your household:
- Current payroll for the three most recent check stubs with GROSS income (before taxes and deductions)
- Letter from employer stating GROSS wages paid and how often they are paid.Child of an active duty member of the armed forces of the United States, including state military forces or a reserved component of the armed forces, who is ordered to active duty by proper authority
- Child of an active duty member of the armed forces of the United States, including state military forces or a reserved component of the armed forces, who is ordered to active duty by proper authority
- Homeless
- Child who has ever been in foster care of the Department of Family & Protective Services following an adversary hearing
- Child of a person eligible for the Star of Texas Award: peace officer under Section 3106.002, Government Code; firefighter, under Section 3106.003, Government Code; emergency medical first responder under Section 3106.004, Government Code.
