Timpson City Council Meeting Agenda for March 21

March 16, 2023 - Notice is hereby given that a meeting of the governing body of the above-named City will be held on the 21th day of March, 2023 at 5:30pm at Timpson City Hall, 456 Jacob Street, Timpson, Texas, at which time the following subjects will be considered, to-wit:

1. Call to Order

2. Invocation

3. Pledge: United States Pledge, Texas Pledge

4. Council Items: Reports by the members of the City Council on matters not on the agenda will be made at this time. A total, not to exceed 10 minutes will be devoted to these reports.

5. Presentations & Recognitions:

6. Citizens Input: This time is provided for members of the public to address the city Council on items that appear within the Consent and Action Items or a matter not listed on the agenda. Each speaker is limited to 3 minutes. A Citizens Input Form may be filled out and filed with the City Secretary prior to the meeting.

7. Department/Committee Reports:

A. Public Works Report: Larry Burns

B. City Secretary: A drawing was held February 24th for placement on the ballot. Bo Alpha will be listed 1st, Tuffy Green 2nd, Kimberly Todd 3rd, Sandra Clark 4th, Ryan McDonald 5th, and Charleston Johnson 6th. Per Council Member Collins request, Lilly Sanitation has scheduled the dumpster at MLK Park to be emptied twice a week and they are not charging the city extra.

The agreement with Schneider Engineering for ERCOT administration, was finalized after noting in the contract there is no penalty for cancelling the agreement.

Important 2023 Election Dates:

  • Last day for filing first report of campaign contributions: April 6, 5:00pm
  • Last day to submit voter registration: April 6
  • Early voting: April 24 - 28, 8:00am - 5:00pm, May 1 - 2, 7:00am - 7:00pm
  • Election Day: May 6, 7am – 7pm

8. Consent Agenda: Items included under the Consent Agenda require little or no deliberation by the Council. Approval of the Consent Agenda authorizes the City Secretary to proceed with the conclusion of each item as reflected in the Minutes of this meeting.

A. Consider approval of Minutes from the Regular Meeting, February 21, 2023
B. Consider approval of Financial Statement for the month of February, 2023
C. Consider approval of Accounts Payable for the month of March, 2023

Regluar Agenda Items (9-13)

9. Discuss and take action: Discuss and consider approval to cancel the Special Election to be held May 6, 2023, due to unopposed candidacy.

10. Discuss and take action: Discuss and consider approval of Ordinance 20230321-03, cancelling the May 6, 2023 Special Election as permitted under Section 2.051 of the Texas Election Code.

11. Discuss and take action: Discuss and consider appointment of clerk/judge for the up-coming election and determine pay rate.

12. Discuss and take action: Discuss and consider approval of the Intergovernmental Agreement with Shelby County for the project plans on Rosehill Road.

13. Discuss and take action: Discuss and consider approval to purchase a 2015 Chevy 3500 from Ray Jones Chevrolet in the amount of $34,500 for the Public Works Dept, with funds from the Electric Dept or one of the Electric CD’s at American State Bank.

The Council reserves the right to retire into executive session concerning any of the items listed on this agenda whenever it is considered necessary and is legally justified under the Open Meetings Act.
