November 21, 2023 - Shelby County Courthouse offices are scheduled to be open from 8am until 1pm on Wednesday, November 22, 2023, in observation of the Thanksgiving holiday.. 

The Shelby County Clerk’s office will be closed at 12-noon. 

All offices will be closed until Monday, November 27 when they will re-open during normal scheduled hours.

November 21, 2023 - Shelby County Tax/Motor Vehicle office will be closing early for the holiday, Wednesday, November 22, at 1pm.

Our normal hours will resume Monday, Nov. 27th.

The water on N.E.W. WSC no longer requires boiling.

November 21, 2023 - On November 16, 2023, the Texas Commission on Environmental Quality required the N.E.W. Water Supply, #2030034, to issue a Boil Water Notice to inform customers, individuals or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.

N.E.W. Water Supply has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes. We have also provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of November 21, 2023.

November 16, 2023 - Due to a major break in the line, the Texas Commission on Environmental Quality (TCEQ) has required the N.E.W. Water Supply Corporation PWS# 2030034 to notify all customers on FM 711, CR 202, CR 203, CR 205, CR 223, Harmony, Kellyville, Fountain Town and Woodland Acres Communities to boil their water prior to consumption (eg., washing hands/ face, brushing teeth, drinking, etc). Children, seniors and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions.

To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.

In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.

When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.

Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.

Please share this information with all the other people who drink this water, especially those who may not have received the notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

November 20, 2023 - Special Weather Statement National Weather Service Shreveport LA 12:22pm CST Mon Nov 20 2023

A strong thunderstorm will impact West Central Sabine Parish., East Central Nacogdoches, Eastern Shelby, Northern San Augustine And Northwestern Sabine Counties through 1pm cst.

At 12:22pm CST, Doppler radar was tracking a strong thunderstorm over Bland Lake, or 14 miles south of Center, moving northeast at 55 mph.

Hazard: Wind gusts of 50 to 55 mph and penny size hail.

Source: Radar indicated.

Impact: Gusty winds could knock down tree limbs and blow around unsecured objects. Minor hail damage to vegetation is possible.

Locations impacted include: Milam, San Augustine, Patroon, Shelbyville, Bland Lake, Neuville, Chireno, Huxley, Hurstown, Denning, Sexton, Calgary, Jericho, Toledo Bend Reservoir North, and Jordans Store.

Precautionary/Preparedness Actions:
If outdoors, consider seeking shelter inside a building.

This storm may intensify, so be certain to monitor local radio stations and available television stations for additional information and possible warnings from the National Weather Service.

November 20, 2023 - Tornado Watch outline update for WT 711 NWS Storm Prediction Center Norman OK 12:45pm CST Monday Nov 20 2023.

Tornado Watch 711 is in effect until 7pm CST for the following locations:

Texas counties included are: Angelina, Cherokee, Gregg, Hardin, Harrison, Houston, Jasper, Liberty, Marion, Nacogdoches, Newton, Orange, Panola, Polk, Rusk, Sabine, San Augustine, San Jacinto, Shelby, Smith, Trinity, Tyler, Walker.

Shelby County Commissioners heard a final update involving the Jackson Well Project, funded with American Rescue Plan Act funds (ARPA), during their October 25, 2023, meeting.

The commissioners discussed the payment for final expenses to complete the Jackson Well with the total for these items being $21,463.07. Eric Garrett with Paxton Water Supply addressed the court, ”I want to give come preliminary ‘thank you’s’ to all of you, to you Judge, to this court, to Ann [Blackwell] invaluable help,” said Garrett.

Garrett stated the tests are currently reflecting the well is producing more water than the system is already purchasing elsewhere, which will help them to provide stable water flow to current customers and is projected to cut costs monthly by $7,000 to $9,000. He said this will help them to repair current infrastructure that is in need of attention.

“You have blessed the people of our section of Shelby County and they’re going to hear about it in just a few weeks,” said Garrett.

He stated that starting November 6, Paxton Water Supply would have its own office with a phone to reach them and a secretary to take their calls. He also stated they would be able to pay their bills online on their new website.

A motion by Stevie Smith, Commissioner Precinct 3, to pay the final expenses of $21,463.07 was seconded by Roscoe McSwain, Commissioner Precinct 1, and the motion carried.

County Judge Allison Harbison presented a proposal to the commissioners for the replacement of fluorescent light fixtures with LED fixtures for all lighting located within the County Courthouse.

“I have a quote from 4C for the complete job, and we’re talking over 200 light fixtures here, of $22,693.26 for the complete job,” said Judge Harbison.

A motion by Tom Bellmyer, Commissioner Precinct 4, to take the estimate from 4C Electrical Service to replace all the lighting fixtures in the courthouse and the motion was seconded by Jimmy Lout, Commissioner Precinct 2, and the motion carried.

Clint Porterfield, County Auditor, remarked the funds were to come out of Fund 39 where there were $340,000 available Local Assistance Tribal Consistency Fund (LATCF) which was recently used to pay $43,000 for painting in the historic courthouse.

The commissioners discussed the lease agreement held for the Justice of the Peace and Constable Precinct 5 offices in Timpson. Mike Thrift, the manager of the property, wanted a new office lease.

Commissioner Bellmyer made a motion to approve the lease for a two-year term and Commissioner Smith provided a second to the motion and it carried.

The meeting adjourned at 10:17am.

1. Pay weekly expenses.
2. Pay current Payroll.
3. Payment for final expenses to complete the Jackson well. The total for these items is $21,463.07.
4. Replacement of fluorescent light fixtures with LED fixtures for all lighting located within the County Courthouse.

6. Adjourn.

Agenda items tabled during the meeting include:

1. Discuss and approve inmate Per Diem for inmate housing.
2. Center ISD to utilize the vacant lot adjacent to the Shelby County College Center to stage building materials during the construction of CISD’s new gymnasium.
3. Purchasing four additional sets of election equipment from ES&S with ARPA funds to support all elections in Shelby County.

November 14, 2023 - Nacogdoches Street in Center (State Highway 7) was the scene of a two-vehicle crash involving a Center Police Department vehicle and a utility truck on November 14, 2023, at 2:54pm.

Emergency personnel from multiple agencies responded to the scene to assist those involved. Center Fire Department and Shelby County Sheriff’s Department assisted with traffic control while Center Police Department officers assisted their officer and Texas Department of Public Safety State Troopers investigated the crash scene.

According to information released by the Texas Department of Public Safety (DPS), Troopers investigated a crash on state Highway 7 near Wulf Creek.

The preliminary crash investigation indicates that at approximately 2:54pm, a white 2022 Chevrolet Tahoe Center Police Department patrol unit driven by Garrett Rocchi, 32, was traveling east in the outside lane, while a white 1998 International truck tractor driven by Kenneth Campbell, 35, of Center was traveling east in the inside lane. 

It is reported that the officer conducted a U-turn in front of the truck tractor after observing a traffic violation on the westbound side and was struck on the driver side.

Officer Rocchi was transported to Nacogdoches Medical Center [Shelby Emergency Department] for treatment of non-life-threatening injuries.

Campbell was not reported to have been injured.

According to DPS, this is an ongoing investigation, and no further information is available at this time.

Both vehicles ended up in the westbound ditch where the police vehicle traveled through a wall and the utility truck came to rest on its passenger side facing west.


November 14, 2023 - Nacogdoches Street at Wulf Creek in Center is the scene of a two-vehicle crash. Emergency personnel are currently investigating the incident and assisting those involved. Traffic is currently down to one lane of traffic. Travelers should consider an alternate route until the scene is clear.

November 16, 2023 - Mumbai, Maharashtra, Kilitch Healthcare India Limited is voluntarily recalling the eye drops products listed in the table below to the consumer level with all lots within expiry with expiration dates ranging from November, 2023 to September, 2025 for all the below mentioned products. These products are being recalled due to potential safety concerns after FDA investigators found insanitary conditions.

Risk Statement: For those patients who use these products, there is a potential risk of eye infections or related harm. These products are intended to be sterile. Ophthalmic drug products pose a potential heightened risk of harm to users because drugs applied to the eyes bypass some of the body’s natural defenses. To date, Kilitch Healthcare India Limited has not received any reports of adverse events related to this recall.

Denning Rural Water Supply has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes and has provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of  November 16, 2023.

November 15, 2023 - A Shelby County Grand Jury handed down 31 indictments on Thursday, October 5, 2023. The grand jury was impaneled for the July 2023 term of the 123rd/273rd Judicial District Courts.

Denim Smith was indicted for murder, first degree felony. The indictment alleges, on July 27, 2023, Smith caused the death of Camo Morton by shooting Morton in the head. (123rd Judicial District Court) (Related article: Law Enforcement Officials Investigate Shooting Incident on CR 4855).

Jaxon Blaine Fleming was indicted for intoxication assault, third degree felony. The indictment alleges, on February 18, 2023, Fleming operated a motor vehicle in a public place while intoxicated, and by reason of such intoxication, caused serious bodily injury to others, namely, Douglas Leo Jackson and Rileigh Peyton Windham, by accident or mistake, namely by driving the motor vehicle into a tree. (123rd Judicial District Court) (Related articleTruck Strikes Tree Head On on FM 138)

Jonathon Bernard Miles was indicted for aggravated assault with a deadly weapon, second degree felony. The indictment alleges, on June 5, 2023, Miles recklessly caused bodily injury to Charles Hervey by striking him in the head and neck. It's further alleges Miles then and there exhibited a deadly weapon, to-wit: a metal pipe, during the commission of said assault. (123rd Judicial District Court)

Sheena Marie Smith was indicted for injury to a child, elderly individual, or disabled individual, third degree felony. The indictment alleges, on August 5, 2023, Smith caused bodily injury Linda Blount, an individual 65 years of age or older, by striking her in the head and causing her to fall to the ground. (123rd Judicial District Court)

William Michael Pinkston was indicted for evading arrest in a motor vehicle, state jail felony. The indictment alleges, on May 20, 2023, Pinkston intentionally fled [Texas Game Warden] Austin Cryer, a person Pinkston knew was a peace officer who was attempting lawfully to arrest or detain Pinkston who used a motor vehicle while in flight. (273rd Judicial District Court)

William Michael Pinkston was indicted for abandoning or endangering a child with criminal negligence, state jail felony. The indictment alleges, on May 20, 2023, Pinkston engaged in conduct that placed two children younger than 15 years og age in imminent danger of death, bodily injury, or physical or mental impairment, by transporting the children unsecured in a towed boat on a public highway. (273rd Judicial District Court)

Eric Damian Posada-Valencia was indicted for arson, state jail felony. The indictment alleges, on August 20, 2023, Posada-Valencia intentionally started a fire by incinerating trash, and in so doing, Posada-Valencia recklessly damaged or destroyed a building or habitation belonging to Joseph Wayne LeBlanc by starting a fire during a county wide dry weather burn ban. (123rd Judicial District Court)

Austin James Swearingen was indicted for fraudulent possession/use credit or debit card =>10<50, second degree felony. The indictment alleges, on July 8, 2023, with intent to harm or defraud another Swearingen possessed credit or debit card in formation to-wit: account numbers and expiration dates of credit or debit cards of five or more account holders without the consent of the account holders. The indictment further alleges the number of items so ppossessed was 10 or more by less than 50. (273rd Judicial District Court)

Raven Sammie Lee Cashion was indicted for unauthorized use of a motor vehicle, state jail felony. The indictment alleges, on August 16, 2023, Cashion operated a motor vehicle namely a blue 200 Dodge Dakota truck without the effective consent of Jasus Garcia, the owner. (123rd Judicial District Court)

Justin Lamar Taylor was indicted for continuous violence against the family, third degree felony. The indictment alleges, on July 5, 2023, Taylor recklessly caused bodily injury to Madeline Speights, a member of Taylor's family, by striking with hands and feet. The indictment further alleges, on or about May 15, 2023, Taylor recklessly caused bodily injury to Speights, a member of Taylor's family, by choking and striking with hands and feet. The conduct by Taylor occurred during a period that was 12 months or less in duration. (273rd Judicial District Court)

Sahannah Stubblefield was indicted for theft of property, state jail felony. The indictment alleges, on September 2, 2022, Stubblefield took a 2017 Polaris Razr 1000 of the value of $2,500 or more but less than $30,000 from Trey Williams, the owner, without consent of Williams and with intent to deprive Stubblefield of the property. (123rd Judicial District Court)

Joe Daniel Adams was indicted for evading arrest with a motor vehicle, third degree felony. The indictment alleges, on April 18, 2023, Adams used a vehicle to intentionally flee from [Shelby County Sheriff's Deputies] Aaron Jones, Chad Hooper and David Haley, persons Adams knew to be peace officers who were attempting to lawfully arrest or detain Adams. (273rd Judicial District Court)

Jose Alfredo Nunez Gutierrez was indicted for aggravated assault with a deadly weapon, second degree felony. The indictment alleges, on July 14, 2023, Gutierrez threatened Luis Ortiz with imminent bodily injury by using and exhibiting a deadly weapon, namely a pickup truck. (123rd Judicial District Court)

Brian McQueen Daniels was indicted for assault of a pregnant person, third degree felony. The indictment alleges, on July 19, 2023, Daniels recklessly caused bodily injury to Komeaka Crawford, who was a pregnant woman. The indictment further alleges Daniels knew Crawford was a pregnant woman at the time of the offense and Daniels committed the offense by striking Crawford in the head with a crossbow. (273rd Judicial District Court)

Dmarco Kevon Johnson was indicted for aggravated assault with a deadly weapon, second degree felony. The indictment alleges, on August 18, 2023, Johnson threatened Ladesmeiona Bowen with imminent bodily injury by pressing a hand gun to her head and verbally threatening to kill her, and used or exhibited a firearm during the commission of the assault. (273rd Judicial District Court)

Tierra Lashun Byrd was indicted for theft of property >=$2,500<$30k, state jail felony. The indictment alleges, on June 25, 2018, pursuant to one scheme or continuing course of conduct that began on or about June 25, 2018, and continued until on or about June 27, 2019, Byrd took 22 wireless speakers, two desktop computers, two wireless cameras, two night owl camera systems, six wireless headsets, and other miscellaneous electronic items from Walmart, the owner, with intent to deprive Walmart of the property at the aggregate value of $2,500 or more but less than $30,000. (123rd Judicial District Court)

Roy Curtis Jacobs was indicted for unlawful possession of firearm by a felon, third degree felony. The indictment alleges, on April 7, 2023, Jacobs possessed a firearm having been previously convicted of the felony offense of possession of a controlled substance on January 24, 2019, and before the fifth anniversary of Jacobs release from confinement following conviction of the felony. (273rd Judicial District Court)

Brandi Michelle Chevalier was indicted for theft of property >=$2,500<$30k, state jail felony. The indictment alleges, on June 25, 2018, pursuant to one scheme or continuing course of conduct that began on or about June 25, 2018, and continued until on or about June 27, 2019, Chevalier took 22 wireless speakers, two desktop computers, two wireless cameras, two night owl camera systems, six wireless headsets, and other miscellaneous electronic items from Walmart, the owner, with intent to deprive Walmart of the property at the aggregate value of $2,500 or more but less than $30,000.
