November 3, 2023 - City of Center, Shelby County, Texas will have an election on November 7, 2023 for the position of Mayor.

Early voting and election day voting is at the Center Community House, 423 San Augustine Street, Center, Texas 75935. Early voting starts October 23 with hours of operation being Monday through Friday, 8:00 a.m. - 5:00 p.m. with extended hours on Thursday, November 2, through Friday, November 3, 7:00 a.m. 7:00 p.m. Early voting ends November 3.

November 6, 2023 - Emergency personnel were dispatched to a single-vehicle crash on CR 1211 just south of where it transitions in FM 1645.

When West Shelby County Volunteer Fire Department personnel arrived at the scene, they assisted the driver until EMS could arrive and Texas Department of Public Safety (DPS) could investigate the incident.

According to DPS, the preliminary crash investigation indicates that at approximately 10:51pm, a white 1998 Chevrolet Camaro was traveling south. It is reported that the Camaro left the roadway to the right, struck a culvert, and overturned. An investigation into the driver led to signs of intoxication.  

The driver, identified as a 16-year-old juvenile, was transported to Nacogdoches Medical Center for treatment of non-life-threatening injuries. The juvenile was charged with multiple violations, including not having a driver license, unsafe speed, no seatbelt, and driving while intoxicated.   

DPS reports this is an ongoing investigation, and no further information is available at this time.

The crash investigation is pending due to suspicion of driving while intoxicated.

November 6, 2023 - Sheriff Kevin W. Windham reports the arrest of Deneisa Permenter, 50, of Center and Mark Stone, 50, of Center.

On Friday, November 3, 2023, investigators with the Shelby County Sheriff’s Office conducted a search warrant on County Road 2010 at Permenter’s residence after a narcotics investigation.

The search yielded 28 grams of methamphetamines and a firearm.

Permenter was arrested and booked into the Shelby County jail on bonds totaling $135,000 for charges including: Warrant: Manufacturing/Delivery Controlled Substance (F-1), POCS (F-2), Unlawful Carrying a Weapon (M-A). Stone was arrested and booked in to the Shelby County jail on bonds totaling: $60,000 for charges including POCS (F-2) and Unlawful Carrying a Weapon (M-A).

November 6, 2023 - U.S. Highway 96 North near the Center Country Club was the scene of a two-vehicle crash November 1, 2023.

Emergency personnel were dispatched to the scene of the crash and when they arrived, one vehicle was on its top in the middle of the southbound side of the roadway.

Center Fire Department and Center Police Department personnel began diverting traffic to prevent the possibility of additional incidents at the scene and to allow for Texas Department of Public Safety (DPS) to investigate the crash.

According to DPS, the preliminary crash investigation indicates that at approximately 7:30pm, a grey 1995 Ford Ranger driven by Clara Chable, 34, of Tenaha was traveling south, followed by a 2008 Ford Mustang driven by Robbin Thayn, 58, of Oxford, NE. It is reported that the Ranger was traveling at a slower speed when Thayn failed to control her speed and struck the rear of the Ranger with the Mustang.   

Chable and two passengers, an 11-year-old and a 7-year-old, were transported to Nacogdoches Medical Center for treatment of non-life-threatening injuries.

According to DPS, there is no further information available.   

November 6, 2023 - Over the week of October 29th to November 4th the Joaquin Volunteer Fire Department had 3 calls. Here’s a summary of the week’s events.

Monday night at 9:36pm a call came in for smoke in an apartment after the resident turned on their furnace. The resident reported that there was no active fire but was concerned that a fire might break out and requested that the JVFD check out the furnace. Members of the JVFD responded and found that some components of the heater had burned up causing the smoke, but there was no further danger of a fire starting.

Later Monday night at 10:41pm another call was received for a single vehicle accident at the Sabine River bridge. The driver of a white sedan had run off of the road just before the bridge and traveled down a hill, colliding with some large rocks. The driver was unharmed in the accident and declined medical attention, meanwhile the vehicle sustained damage to the front end but was otherwise still operational. 

Thursday morning at 8:04am a call came in for a 2 vehicle accident in front of Whataburger. The driver of one of the vehicles had turned in front of the other causing the collision. No life-threatening injuries were reported as a result of the crash but the occupants of both vehicles were checked out. The JVFD was on scene to provide traffic control until the vehicles could be removed from the roadway.

With that this edition of the report will come to a close. The Joaquin Volunteer Fire Department hopes everyone has a great and safe week ahead. 

November 4, 2023 - US Highway 96 North just near County Road 4350 outside of Center is currently shut down November 1, 2023 at just after 10pm due to a crash involving a load of bees. 

Two trucks hauling loads comprised of beehive boxes and forklifts were southbound on U.S. Highway 96 when the incident occurred. Center Fire Department, Shelby County Sheriff’s Department and TxDOT all responded to assist at the scene.

Workers traveling with the bee trucks donned bee suits and worked to collect bees from the roadway and piece beehive boxes back together. Bees and honey could be seen all over the roadway moving in the light cast by nearby vehicles.

According to the Texas Department of Public Safety (DPS) the preliminary crash investigation indicates that at approximately 9:30pm, a 2010 Ram 5500 driven by Miguel Morales, 34, of Marshfield, WI., was towing a trailer carrying bees and honey was traveling southbound. It is reported that Morales was traveling at a speed which was unsafe around a curve and lost the truck’s load, covering the roadway with bees and honey.

Miguel Morales was not injured, and was cited for traveling at an unsafe speed.

According to DPS, there is no further information available.


November 2, 2023 - US Highway 96 North just near County Road 4350 outside of Center is currently shut down November 1, 2023 at just after 10pm due to a crash involving a load of bees. 

Debris, honey and insects are currently all over the roadway as workers attempt to clear at least one side for traffic. Texas Department of Public Safety has contacted TxDOT and requested assistance as the roadway is quite slick from the honey. Center Fire Department personnel have been on scene assisting with traffic control and clearing the roadway.

DPS troopers have reported the roadway is expected to be shut down for several hours and travelers should choose an alternate route at this time until the roadway is clear.

November 3, 2023 - Let me start off by saying how thankful I am for the residents of Shelby County. Many of you I have known for my entire life, and others of you I have grown to know over the years. I am very thankful for the relationships I have gained during my time in law enforcement and as your Sheriff.

In August 2023, I underwent a double lung transplant. My progress has been steady and I am continuing to heal. This was a life-changing experience for not only me, but for my family as well. I am eternally grateful for my donor and their gift that saved my life.

At this time, my medical team does not feel it will be in my best interest to seek re-election as your Sheriff. The first year after transplant is considered critical, and I am in full understanding that I have to take care of myself. While this was not easy to hear, or accept, I trust their expertise, and know that God has a plan for the rest of my life. I put my full trust in Him, knowing that he will continue to see me through this journey.

It is my plan to be back in the office after the New Year. I still have one year to serve our as your Sheriff, and I will continue to fulfill this role to the best of my abilities. It has been a true honor to serve the citizens of Shelby County.

Please continue to remember my family and myself in your prayers during this time. We appreciate every single one of you.

November 2, 2023 - The Texas Commission on Environmental Quality required the Choice public water system, 2100005 to issue a Boil Water Notice on October 27, 2023, to inform customers, individuals, or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.

The public water system has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes and has provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of November 2, 2023.

October 27, 2023 - Due to a broken water main the Texas Commission on Environmental Quality has required the CHOICE Water system, ID# 2100005 to notify customers that were without water October 26 and 27, 2023 on Hwy 96 S SOUTH OF 2140, Spanns Chapel area (anyone without water) to boil their water, prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions.

To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.

In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.

When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.

Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.

Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

November 2, 2023 - The Shelby County Sheriff’s Office is seeking the whereabouts of Keith Arnaud, 40, of Joaquin. Arnaud is described as a 6’0” white male and weighs approximately 190 pounds. He has black hair and green eyes.
 
Arnaud has an active felony warrant for Indecency with a Child, a Felony 3 offense.

The SCSO is seeking assistance from the public in locating Arnaud. If you have any information regarding his whereabouts, please contact the SCSO (936) 598-5601.
 
If anyone is found to be hindering the apprehension, harboring or concealing, providing or aiding with any means of avoiding arrest or effecting escape, or warns Arnaud of impending discovery or apprehension, will be arrested and charged in accordance with Penal Code 38.05, Hindering Apprehension or Prosecution, a Felony 3 offense.
